Smuggling is a business in the Empire Building feature of Grand Theft Auto: Vice City Stories.
Development[]
- Small-time: $5000
- Medium Venture: $9900

Note: In order to own this type of business, an enemy smuggling business must be successfully attacked and damaged by the player. A Sabre Turbo will spawn outside as the gang car.
Empire Mission[]
To start the mission, the player must enter the premises, approach a gang member and press (PS2) or (PSP). For this business, the player will have to collect packages that fall from helicopters and get them back to the warehouse where they started the mission; however, there is a time limit after the packages are loaded into a truck. The mission consists of two parts.
Supply and Demand[]
The first part is called Supply and Demand. There is a helicopter, and the player will have to use a boat to collect fifteen packages that fall from it under a time limit. There are also other gangs that appear at the scene and try to steal the merchandise and kill the player. They should kill the gangs and collect the packages. Once the player has enough packages, they can dock the boat back at the jetty and take the cargo to the warehouse. Once the player parks the boat and gets in the Mule, they will gain a 4-star wanted level. They will be paid $200 for every package that they deliver. When the player is driving the Mule, they will have to be careful, as crashes can cause packages to fall out.
Under the Gun[]
The second part is called Under the Gun. It is the same as Supply and Demand except there are two helicopters and the player will have to collect twenty packages with even more gangs coming at them.
Rewards[]
- Increased income: Complete all six levels.
- New Reputation: Pirate Captain, complete all six levels.
- New Outfit: Smuggler Outfit, once you buy a High-roller Smuggling business. Available at every safe house.
Trivia[]
- The helicopter used to drop the packages is randomly selected, sometimes either a Maverick or an Armadillo appears instead of the Sea Sparrow. This also applies to the two helicopters during the Under the Gun mission of the business.
- The enemies that may appear during the helicopter dropoff session are Cholos members. If they do not appear, after collecting the packages, the enemies may appear scattering at the sea as Sharks members, driving either a Speeder or a Reefer.
