Lance: "The Mendez Brothers...They don't want us dead anymore."
Vic: "No?"
Lance: "No. They might wanna hurt us a bit...But kill us? Nah."
Vic: "OK. So, a pair of homicidal lunatics merely wanna hurt me a bit and I'm actually pleased about it! WHAT HAVE YOU GOTTEN US INTO, YOU DUMB SHIT?!"
Victor visits Lance at his apartment. When he arrives, Lance is worried and informs Vic that the Mendez Brothers have discovered that the Vances stole their cocaine shipment. After a brief argument, Lance picks up his phone and is informed that the Mendez Cartel are going to attack the business sites owned by Vance Crime Family. Victor and Lance both head to the sites under attack and successfully defend the sites from the Mendez attacks.

Call it what you want, but when the Mendez brothers finally work out that we ripped them off, you're gonna need all the cash you can get.

Victor:
Well, "we" look like a moron who just realized "we" just screwed up his entire family!
Lance:
Well speak for your damn self! It's just business, baby. I think I sorted out everything. I am cool, man, I am relaxed as hell! Yeah.

(picks up the phone) Yeah, it's the Don. What? You're shitting me, right? (hangs up) Damn...

Lance:
Th-there might be a...little problem.
Lance and Vic go outside.
Lance:
Stop yelling at me, it's not my fault!
Victor:
Yes, it is! If you hadn't stolen the Mendezes' coke, they wouldn't be attacking all of my businesses.
Lance:
I'm sick and tired of you blaming me for everything. Now, I'm gonna save your empire! You do what you want.
Lance drives away. Vic decides to follow him to the business that's being attacked. Upon arrival, Vic sees Lance defending himself against the Mendez Cartel, armed with an AK-47.
Lance:
You're on my turf now!
You're all mine!
You're dead!
My name is Lance, you haven't a chance!
I'll break you in two!
I know kung-fu!
Chicken!
Eventually, the Vance brothers and their gang reign victorious.
Victor:
We did it, we won!
Lance:
Yeah? Well, I wouldn't go that far, bro.
Victor:
What do you mean?
Lance:
We might've won the day here, but we probably got our asses whipped elsewhere. Sorry, man.

Police Commissioner McGinley was warned by municipal officers today that the recent spade of gang attacks on businesses across the city are likely to be the primary engagements in what may become an all-out war against the city's criminal underworld. The Commissioner responded that he would assess the situation when he gets back from his annual lead next month. VNN - where complacency is the answer.
The location of the business attacked will vary depending on what businesses Victor owns (although there are several that are obtained as part of missions, so it will at minimum be one of them).
Although Lance indicates the family "got our asses whipped elsewhere", just a few of the other properties may become lightly damaged.
Blitzkrieg is a German word which translates into English as flash war or lightning war. It was also the name for the Nazi's "dominate-and/or-destroy" war tactic. Throughout the Second World War, the Luftwaffe used the Blitzkrieg tactic to destroy other European air bases and attempt to gain air superiority over that nation.
