Phil's Shooting Range is a side mission in Grand Theft Auto: Vice City Stories, located at Phil's Depot, Viceport. As the name implies, it is a shooting range to give the player practice with manually aimed weapons. Like the shooting range in Grand Theft Auto: Vice City, it can be very difficult due to the limitations of the analog stick or D-pad of the PlayStation Portable and PlayStation 2 consoles being used as the manual aim.
The shooting range has five rounds. The rounds have to be completed in a single try; if the player fails or quits, they will have to start from the beginning. The guns used for each round are 9mm pistol, Micro SMG, Shotgun, M16 and the Dragunov laser sighted sniper rifle. The shooting range is opened and available for use at any time after the mission "Cleaning House".
Each enemy target is worth 100 points. Shooting a friendly target is treated as a miss in the accuracy calculation and will deduct 200 points from the player's score.
- Round 1: Score at least 1000 points using the pistol.
- Round 2: Score at least 1500 points using the machine pistol.
- Round 3: Score at least 2000 points using the shotgun.
- Round 4: Score at least 2000 points using the assault rifle.
- Round 5: Score at least 2500 points using the sniper rifle.
A similar shooting competition-style side mission is played in Grand Theft Auto: San Andreas. The major difference is that the GTA SA game is a competition with AI-controlled characters, whereas the VCS version is only Victor vs. the clock.

After all rounds are completed, the player will receive $2,500 and get a 25% discount for all weapons in Ammu-Nation and Stonewall J's.
