Frigid Cavern was added on update 1.11.0 with the Northern Expedition. The Cavern can be found by the 2nd camp on the mountain (X - 19732, Y - 415. Z - 5551)
The mysterious NPC that lives here (???) gives the Green Energy Crystal required to obtain the Heaven's Rod. Coordinates: X - 19840.2, Y - 438.8, Z - 5613.1
As of right now, the game seems to overlap the zone for Overgrowth Caves with the Frigid Cavern. Making it so Glass Diamond can be obtained here.
