All 125 seats in the Kansas House were up for election on Nov. 5, 2024. Before the election, Republicans held an 85-39 majority in the House, with one vacancy, and members were elected to two-year terms. As of 11:30 p.m. ET on November 5, 2024, Republicans had won enough districts in both chambers to maintain their legislative supermajority.[1]

With more than two-thirds control in each chamber, Republicans held a veto-proof majority, giving them the power to override Gov. Laura Kelly's (D) veto. It was one of four states with a veto-proof majority of one party and a governor of another, along with Kentucky, North Carolina, and Vermont, with a governor of one party and a veto-proof state legislative majority of the opposing party.

Democrats would have needed to gain three House seats or three Senate seats to block a Republican supermajority. To maintain their supermajority, Republicans needed to lose fewer than two House seats and fewer than three Senate seats.

Kansas was one of 10 states that had a divided government. The outcome of the Senate elections alone could not have changed Kansas' trifecta status because Republicans also controlled the House.

2024 was the first year since redistricting that Kansas held state legislative elections. Before the elections, Kansas City News Service's Zane Irwin said the partisan composition of the Legislature could have implications on the state's abortion policies. In 2022, voters rejected a ballot measure that would have prohibited the state from adding a Constitutional right to abortion. In 2024, the Legislature overrode Gov. Kelly's veto on HB2749, which requires healthcare providers ask women questions about why they're getting an abortion.[2] Irwin also said, "[Democrats] are trying to block a flat tax. Republicans repeatedly have tried to pass a flat tax. Right now we have a multi-tiered tax system, and Republicans would like to bring it to where there's one rate that you pay in Kansas whether you are a low-income individual or are a millionaire. Republicans say that would provide broad-base tax relief at a time when our coffers are relatively flush. Democrats say that it would bring us back to a more austere era under Gov. Sam Brownback (R) where there were major tax cuts, and Democrats were worried that that would cause cuts to social services like schools and roads."[3]

There were 20 open seats in the House, slightly more than the 19.6 open seats per year since Ballotpedia began tracking this data in 2010.

Public Education: Our public schools are the economic engine of this County and deserve to be fully funded and staffed. I am running because my opponent supports school vouchers and I believe that our public tax dollars should remain with our public schools. We must also FULLY fund our special education students. This past legislative session, the legislature funded special education for ONE year. Our students deserve better than this and we must fund ALL of our students EVERY year. Failure to fund special education affects all of our students and adversely impacts our teachers. I am also in favor of giving our teachers a Cost of Living Increase. They have not had a COLA adjustment in more than 20 years.

Healthcare: I support Medicaid Expansion and a woman's right to make her own healthcare decisions. Currently, Kansas is one of only 10 states that has not passed Medicaid Expansion. Every Kansan deserves to have access to quality, affordable healthcare. By not expanding Medicaid, we are sending millions of our tax dollars to other states and risk the closure of multiple rural hospitals. In August 2022, Kansans spoke loud and clear at the ballot box. Politicians have no right standing between a woman and her doctor. However, since the August 2022 vote, there have been approximately 40 bills introduced that chip away at women's rights. In HD8, more than 64% of the voters said NO WAY, yet my opponent continues to support these bills.

Taxes and Economy: I will advocate for a fair tax structure that does not overly burden middle- and lower-income working class families. Small businesses are critical to our local economy. I will work to provide tax incentives and support programs that help small businesses grow and create jobs, ensuring they have the resources to thrive in our community. I will advocate for transparency and accountability in government spending, ensuring that taxpayer dollars are invested in programs and services that provide the greatest benefit to our community. I am a fiscal conservative and believe that the state should live within its means.

My responsibility will be to my constituents, NOT to special interests nor to the loudest voices.
    From my decades caring for cancer patients and their families,  I learned my focus is always the patient--not on the demands of the hospital administration, of the insurance provider, etc. 
    I learned the importance of not making assumptions about what patients want. I learned to carefully and respectfully listen to the patient and all stakeholders (including the care team). 
I learned that I didn't need to be the smartest guy in the room, and that sometimes someone's "still, small voice" provides key insight.

I look at legislating as providing healthcare through a different lens. My job is to work with colleagues, constituents, and expert advisors to improve the health of our: government, democracy, economy, public health, public education, tax structure, public safety and justice, environment, business climate, and more.

I know how to work with people, to find common ground, and to arrive at a compromise with integrity--bearing in mind that my "north star" is the well-being and expressed preferences of my constituents.
Defend and improve our quality of life here in the district. By that I mean thriving businesses, safe streets and strong neighborhoods. People enjoy the great quality of life we have here and they don’t want what they see happening in Kansas City, San Francisco, Portland, Seattle, Chicago and other progressive cities/states coming here.

Promote Quality Education – give every Kansas kid the best opportunity to get the best education possible. Toward that, last session we passed a bill called Blueprint for Literacy to address the fact that 40% of Kansas kids can’t read at grade level. Our kids are our future and we cannot fail them.

Lower the cost of living through lower taxes, affordable and reliable energy and affordable health care.

Eli believes that is a gross failure on the part of representatives at both the national and state level. In Kansas, we need to expand Medicaid, as a start. After that, we must do whatever we can to help Kansans who work in healthcare and their patients. Working class Kansans deserve to live healthy and happy lives. But the current state of healthcare affordability makes that nearly impossible for many.
I am passionate about lowering the cost of living. The economic strain many Kansans live under affects every aspect of our communities. People don't have the time or energy to invest in community life. People's financial stress affects their health, their relationships and their families. Instead of meeting the needs of their constituents many in Topeka have chosen to ignore good governance and opt for partisan points. We need jobs that will put dinner on the table while letting you get home in time to enjoy it with your families. We need to build communities where folks know their freedoms and rights are protected. Communities where people can afford to start families and have security in that decision.

I support public schools. Public tax dollars should fund public schools. Period.

Special education should be fully funded. In order to meet the needs of the growing population of students receiving special education services, schools must move money from their general fund to do so. This impacts their ability to hire staff and equitably provide for the entire student population.

School districts are uniquely suited to make decisions that impact their students without legislative overreach.

Healthcare is a basic human right, as well as a sign of economic health, and I will fight to ensure it’s accessible to all.

The time is now to have an honest discussion about Medicaid expansion in our state. It is shameful that Kansas is turning away millions of federal dollars to provide medicare care to those in need.

Mental health is just as important as physical health and I will support policies that ensure every Kansan has access to quality, credentialed providers.
Public education, both K-12 and higher education, is my main focus. Coming from three generations of educators, I've seen firsthand the importance of education at all levels.

Providing opportunities for constituents to share their concerns and hopes is critical and I would prioritize "candidate coffees" or forums even after elected. Elected officials can better speak to the real concerns of their neighbors when accessible at public events, and when responsive to calls and emails. Communication is important to me and will be a priority when in office.

Freedom and Justice

Individual Freedom - All U.S. Citizens are entitled to life, liberty and the pursuit of happiness. Women and the LGBTQ community should have freedom over their own bodies. Freedom and Justice must include the right to vote.

Education and Economy Public Education is guaranteed by the Kansas Constitution and must be supported. Education leads to opportunities for economic prosperity.

I do not support school vouchers.

Medicaid Expansion makes "uncommonly good sense." 1. Offers affordable healthcare for 150,000 Kansans, including 7400 Veterans. 2. Creates jobs and boosts the economy by keeping some of our federal tax dollars in state. 3. Supports rural hospitals and healthcare throughout Kansans 4. Offers a dose of compassion from the state to its citizens.

Along with those I've already mentioned, we need to take a serious look at gun violence and create gun sense laws that will protect our homes, schools and public at large. Legalizing marijuana - Over 70% favor legalizing marijuana for both medicinal and recreational use. Angel Roeser is both a Kansan and Republican. She has worked hard to serve Kansas families and seniors as a local banker, volunteer, and civic advocate and will continue working hard as your Representative in the Kansas Legislature.

I was born in Sacramento, California to parents that immigrated from Vietnam to the United States. When I was three years old, my birth parents separated. My biological mother retained full custody of myself and my older sister, Jamie, for the next two years. On her own, my mother began to move us around the country, staying with friends while battling debilitating illness. My mother spoke little English and was challenged to provide us with the care we needed. At the age of five, I had not yet been potty-trained, did not know how to brush my teeth, or how to bathe on my own. Both my sister and I suffered from severe malnourishment and lice infections that kept them out of school. I had not yet learned how to speak fluent English and fell behind in school rapidly. Family friends in Lincoln, NE recognized the hardship we were living through and at age six, I was placed in foster care alongside my sister, in separate homes.

For the next five years, I was passed around to countless foster homes. In November 2011, I was finally able to be placed under permanent guardianship with the Buresh family who committed to being my sister and I's permanent foster home until we reached legal adulthood. While never legally adopted, I continue to call the Bureshes my family. With their love and support, I was able to grow personally and academically.

Preservation of a woman’s right to make her own healthcare decisions. In August 2022, Johnson County voters overwhelming supported a woman’s right to make her own healthcare decisions. Some Kansas Legislators still didn’t hear the voter’s voice. I am committed to upholding a woman’s right to choose.

Addressing the failure of the Kansas legislature to access Kansas paid federal tax dollars for Medicaid expansion. Parents of modest means and their children need health insurance coverage. Our federal tax dollars leave Kansas and go to support Medicaid health care coverage insurance in our neighboring states of Oklahoma, Missouri, Nebraska and Colorado. Kansas legislators should be putting the health of Kansans first. Healthy Kansas parents can earn, and healthy Kansas children can learn. Using the federal tax dollars we have already paid in federal taxes for Medicaid expansion is a commonsense proposition.

Fully funding Kansas public schools is mandated by our Kansas Constitution. All Kansas children have the right to a properly funded and adequate public education.

Our Kansas Supreme Court has ruled that personal bodily autonomy is a right protected by our state constitution. In the referendum vote of August 2022, Kansas citizens said no to changing our state constitution to allow the Kansas legislature to dictate changes in reproductive health care freedom. Kansas legislators need to let patients and their doctors make decisions about their reproductive health care. As a lawyer I have sworn an oath to uphold the Kansas Constitution, and I continue to do so.

Post-filing deadline analysis

The following analysis covers all state legislative districts up for election in KS in 2024. Information below was calculated on July 18, 2024, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.


Kansas had 41 contested state legislative primaries on August 6, 2024. That was the fewest contested primaries in years that all 165 seats of the state legislature were up for election since Ballotpedia started tracking in 2012.

There were 11 contested Democratic primaries and 30 contested Republican primaries. This was a record low for both parties. The average number of contested elections for Democrats in years that both chambers held elections was 15. The average for Republicans was 59.7.

There were 318 total candidates running for state legislature including 140 Democrats and 178 Republicans. For Republicans, this was a record low. For Democrats, this was below the average of 142.3.

There were 135 incumbents running for re-election in the primaries. Of them, 18, or 13.3%, faced primary challengers. That was a record-low number of incumbents facing primary challengers in years when both chambers held elections. The average number of returning incumbents in those years was 133.1. 

Thirty incumbents did not file for re-election in 2024. This was above the combined average of 22 for both chambers in the legislature.

There were 11 retiring incumbents in the Senate, including one Democrat and 10 Republicans. That was a record high for Republicans, who had an average of 5 retirements from 2010 to 2022. For Democrats, the average number of retirements was 0.7.

Three Democrats and 16 Republicans also retired from the House. The average number of retirements for Democrats was 3.9 and the average number of retirements for Republicans was 15.7.

Kansas has had a divided government since Gov. Laura Kelly (D) assumed office in 2019. Republicans have majorities in both chambers of the state legislature. Since 1992, Kansas has had 16 years of Republican trifectas and no Democratic trifectas.

Legislative referrals

A legislative referral, or legislatively referred ballot measure, is a ballot measure that appears on the ballot due to a vote of the state legislature. A legislative referral can be a constitutional amendment, state statute, or bond issue.

As of the 2024 election, a two-thirds majority vote was required during one legislative session for the Kansas State Legislature to put a constitutional amendment on the ballot. That amounted to a minimum of 84 votes in the Kansas House of Representatives and 27 votes in the Kansas State Senate, assuming no vacancies. Amendments did not require the governor's signature to be referred to the ballot.

At the time of the 2024 election, Republicans held a 29-11 majority in the Senate and a 85-40 majority in the House. Republicans held the minimum votes necessary to put a legislative referral on the ballot without Democratic votes. They would have needed to lose 3 seats in the Senate and 2 seats in the House to lose that ability. Democrats needed to win 16 Senate seats and 44 House seats to be able to pass legislative referrals without Republican votes.

For party candidates

A candidate seeking the nomination of a party qualified to participate in primary elections can access the primary ballot either by filing a nomination petition or paying a filing fee.

By filing a nomination petition

Signature requirements for nomination petitions for party candidates vary according to the office being sought. For offices elected on a statewide basis, signatures must equal at least 1 percent of the state's current voter registration total of the party whose nomination the candidate is seeking. For offices elected by district, signatures must equal at least 2 percent of the district's current voter registration total of the party whose nomination the candidate is seeking.[26][27]

Nomination petitions for federal and state-level offices (including state legislative seats) must be submitted to the Kansas Secretary of State by noon on June 1, prior to the primary election. If June 1 falls on a holiday or weekend, petitions are due by noon on the next following business day.[26]

By paying a filing fee

A candidate may forgo the petition process by submitting a declaration of candidacy and paying a filing fee. The filing fee varies according to the office being sought. For statewide and federal offices, the fee is equal to 1 percent of the office's annual salary. For state senate candidates, the fee is $75. For state representative candidates, the fee is $50.[26][28]

The declaration and accompanying filing fee for federal and state-level offices (including state legislative seats) must be submitted to the Kansas Secretary of State by noon on June 1, prior to the primary election. If June 1 falls on a holiday or weekend, petitions are due by noon on the next following business day.[26]

In addition to the statutory filing fee, a candidate for federal and state offices must pay a $20 administrative fee to the Kansas Secretary of State. A state-level candidate must also pay a registration fee to the Kansas Governmental Ethics Commission. For statewide executive offices, the fee is $480. For state legislative candidates, the fee is $35.[29][30]

For independent candidates

Independent candidates must petition for access to the general election ballot. Signature requirements vary according to the office being sought. For any statewide office, at least 5,000 signatures must be collected. For district-level offices (such as congressional or state legislative seats), signatures must equal at least 4 percent of the current total of qualified voters in the district as determined by the Kansas Secretary of State.[31]

In order to have their votes tallied, certain write-in candidates must submit affidavits of candidacy. If a write-in candidate is running for governor, an affidavit must be filed with the Kansas Secretary of State by noon on the second Monday preceding the general election. If a write-in candidate is seeking another statewide office (except United States Senator), an affidavit must be filed with the Kansas Secretary of State by noon on the second Monday preceding the election at which the write-in candidate seeks nomination or election. Write-in candidates for other federal and state offices are not required to file affidavits.[29][32]
