Hawaii Grassroot Institute Scorecard (2010)
The Grassroot Institute of Hawaii, a nonprofit public policy organization based in Honolulu, issued a 2010 Legislative Scorecard. The scorecard tallied the votes of Hawaii legislators and graded them based on whether they supported the institute's values. The institute described its mission as "to educate people about the values of individual liberty, economic freedom and accountable government."[1][2]

Legislators were scored based on the votes that took place in the 2010 legislative session. The scores marked how often legislators voted in ways endorsed by the institute. From the view of the institute, most legislators tended to vote against its goals.
