The meeting was called to order at about 1:10 PM via zoom. Ms. Jocelyn S. Peralta
PCPC staff facilitated the above mentioned activity. An opening prayer was played
thru AVP.

(Quarter Meeting) (CWC)/Deputy Director)

Regional Sub-Committee for the
Welfare of Children (RSCWC)
(With Hard Copy documents filed)
o Juvenile Justice and Welfare
Council
(JJWC)
 Regional Juvenile Justice and
Welfare Committee (RJJWC)

o DSWD is a member of RJJWC and


mandated to oversee and ensure the
effective implementation of
Republic Act 9344 as amended at
the regional level and at the level of
the LGUs.
o There is a Comprehensive
Regional Juvenile Intervention
Plan (CRJIP) in the Region &
Calabarzon area.
o Cavite has an approved resolution
of Cavite Comprehensive Local
Juvenile Intervention Program
(CCLJIP) duly passed by the
Sangguniang Panlalawigan of
Cavite during its 80th Regular
Session held on February 15, 2021.
o CCLJIP is an essential guidebook
that contains specific strategies,
target and timetables on the
implementation of the juvenile

4.c Child Friendly


Local Governance
Audit (CFLGA)
Update Engr. Cortuna, discussed the CFLGA: The
committee in-charge for OPG is the LCPC.

For the PCPC members to have an idea


regarding CFLGA on how it was started:

In 2012, there was a study about the


functionality of Local Council for the
Protection of Children (LCPC) to be found
out what is lacking; to be more it effective
they do not have feedback mechanism.

Data were submitted but failed to address


the GAPS found.

CFLGA was created, to address the needs


for improvement during the
implementation of PPAs about children.

Assessment Criteria Scoring in CFLGA:


Survival, Development, Protection,
Participation & Governance.

As members of PCPC, we will wait report


from Cities & Municipalities. Deadline of
submission of their report is on July 7,
2021. After we get the data Provincial
Task Force will prepare/validate and
review of LGUs Means Of Verification
(MOVs).

not all City/Municipality who had been


awarded of the Seal of Child Friendly
City/Municipalities will receive the
presidential awards.

The passing grade is 80%. However, if


they get lower from one of the categories
for example in survival a score of 12% still
they will not be qualified for the seal
award.

o This year’s CFLGA grading score is


80%.
o Currently, report submission of
cities/municipalities are on-going.
Submission of reports will be on July
7, 2021.
o The cities/municipalities will gather
data. The Provincial level will
validate/review up to the National level
and conferment will be done.

o If the LGUs will passed, seal will be


awarded and eligible for Presidential
Award for the Seal of Child
Friendly/City & Municipality award.
o For this year’s audit it would be fully
automated considering the
pandemic/new normal. In 2014
CFLGA audit was started until 2019
utilizing the manual process.

o Knowledge Management System was


developed
o CFLGA composition of members are:
DILG, DSWD, DepEd, Planning
Office, PHO & CSO.

The data to be submitted by


cities/municipalities is 2019. To validate &
review the implementation of their PPAs
for children especially before pandemic.
To also consider how they respond during
the emergency situation (pandemic)
knowing children/youth are the more
vulnerable. Engr. Cortuna added, to make
sure they continue the programs
implementation for the children.

CFLGA INDICATORS

1. Category: Survival
1.1 Percentage coverage of Fully

5. Other Matters

 On-Line Orientation on the Safety of


Children was conducted last May 28,
2021. Participated actively by the
students, ALS and PCPC
representatives from six (6) DepEd
divisions in the province of Cavite.

 Second Batch/session of OSEC


advocacy is on July 9, 2021 (tentative
schedule) However as per Division
Youth Formation Coordinator, Ms.
Maria Ellaine Grifaldo of DepEd
Dasmariñas, currently the students are
now pre-occupied in preparation for
school year ends.

 They are still waiting for the


guidelines from higher ups
considering the current situation.

 Mr. Neil Ivan Lontoc/ Project


Development Officer- (DepEd-Cavite)
will try to encourage other learners to
attend the next batch/ session of
OSEC advocacy.
 Congratulations to Mr. Ernesto Martin
Joseph (EmJ) T. Diaz of Bahay Pag-
Asa/Dela Salle for being elected as
Vice Chairman of RJJWC.

 Ms. Helen Peñalba (Provincial


Nutritionist/PHO) shared the Nutrition
Month Activities with the theme:
Malnutrisyon Patuloy na Labanan 1st

encouraged/invited PCPC members to
participate on the Campaign for
