The US-led coalition transferred sovereignty to an interim Iraqi government two days early on Monday in a surprise move to avert a feared campaign of attacks to sabotage the symbolic step toward self-rule.
Only six of Bremer's 25 advisers knew of the decision ahead of time.
At about 10:00am local time (06:00GMT), the news was confirmed by coalition officials - who insisted on secrecy.
Legal documents transferring sovereignty were handed over by US Governor L. Paul Bremer to chief justice Midhat al-Mahmood in a small ceremony attended by about a dozen Iraqi and coalition officials in the heavily guarded Green Zone.
The ceremony took place in a formal room with Louis XIV furniture in an office in the building formerly used by the Iraqi Governing Council.
Just before the handover occurred, everyone stood up, and documents were passed to the chief justice at 10:26am local time (06:26 GMT) - at that point, legal sovereignty was passed.

The US-led civilian administration announced the formation of a new Iraqi army and said Monday recruitment would begin next week.
Walter Slocombe, a senior adviser for security and defense in the Coalition Provisional Authority, said payments would start next month and those eligible for payments were expected to number between 200,000 and 250,000.

00 02 The Iraqi army was once one of the largest and most experienced in the Arab world.

STORYLINE:
The US-led civilian administration announced the formation of a new Iraqi army and said Monday recruitment would begin next week.
Walter Slocombe, a senior adviser for security and defense in the Coalition Provisional Authority, said payments would start next month and those eligible for payments were expected to number between 200,000 and 250,000.

The United States is opposed to Iraqi political parties maintaining armed militias, the U.S. administrator said on Monday, adding that groups vying to fill the country's power vacuum will have to lay down arms in a future democracy.
Speaking after a meeting with Spanish Foreign Minister, Ana Palacio to discuss the status of the reconstruction process Bremer said "We have never announced that the coalition was in favor of militia."
Bremer made the comments after being asked about the status of a reported U.S. plan to create an anti-terrorism group with the several militias that had opposed the regime of Saddam Hussein.
Some of the militias are run by Kurdish parties in northern Iraq, which had been outside Saddam's control for more than a decade. Others are from the majority Shiite Muslim population.
"We believe it is important for those militias that exist to be phased out as Iraq moves toward sovereignty," Bremer said.
Despite their unease over the militias, U.S. officials have moved carefully because of the political risks of a major showdown, especially with the Shiites and the Kurds.

The board recommended the awarding of more than 800 contracts.
It had the authority to recommend expenditures from both the Development Fund for Iraq, which the Coalition Provisional Authority (CPA) administered in trust on behalf of the Iraqi people, and the Iraq Relief and Reconstruction Fund, which the CPA administered on behalf of the American people.
The expenditures from the Development Fund for Iraq that the board recommended to CPA Administrator Bremer were made under obligations the Coalition undertook under United Nations resolution 1483. They included making sure that
expenditures were administered in an open and transparent manner.
