Sweden has undertaken major national reforms of its schooling sector which,consequently, has been classified as one of the most decentralized ones in theãOECD. This paper investigates the extent to which local tax base,ãgrants, preferencesãand structural characteristics affected local schooling resources as decentralizationãtook place. We use municipal data for the period 1989–95 whichãcovers the key reform years without confounding decentralization with institutionalãchanges after 1995. The main arguments against decentralization are notãsupported by our findings. First, school spending as well as teacher density isãfound to be more equally distributed across municipalities following decentralization.ãSecond, local tax capacity does not influence schooling resources moreãin the decentralized regime than in the centralized regime. We also find that theãform in which grants are distributed matter: Targeted grants have a significantãpositive impact on resources while general grants have not.

Taken together, our results indicate that not much happened when theãschool sector was decentralized. Our results thus show that it is possible to decentralizeãschooling without making municipalities more sensitive to local income,ãgiven that decentralization is combined with an ambitious equalizingãgrant system and a common curriculum. It could however be the case that theãallocation of school resources has become more efficient after the reforms. Weãhence need more research focusing on efficiency aspects to better understandãthe reforms. This is however not trivial. Studying the allocation of resourcesãwithin the school sector could be one way of doing this.
