Ramsey is a former FBI agent who was assigned to Wilson Fisk's protective detail. Ramsey was eventually coerced by Fisk into working for him, and when Fisk was taken down, Ramsey was charged as his accomplice and arrested.

Ramsey inside of Tammy Hattley's office
Following a successful FBI operation against the Albanian Syndicate, Ramsey and Arinori met with Tammy Hattley to convince her into handing Wilson Fisk's case over to them. Ray Nadeem then came to the office himself, as Ramsey and Arinori congratulated him, as he got intel from Fisk, that allowed the FBI to strike the Albanians. Nadeem then asked Hattley to discuss an important issue with him, so Hattley told Ramsey and Arinori to leave them alone.[1] Nadeem eventually convinced Hattley to put him in charge of Fisk's case, while Ramsey was assigned to guard him at the Presidential Hotel.[2]
Ramsey returning to pick up Wilson Fisk
While the FBI were working on Fisk's case, Ramsey and a group of other agents were manipulated by Fisk into becoming his accomplice in his conspiracy to get back at the top of New York City's criminal underworld. Together with Hattley and Benjamin Poindexter, Ramsey and agents working for Fisk were present at the conference room when Nadeem showed up. Hattley passed Fisk's orders to apprehend various criminal bosses around the city and bring them into the Red Fish Blue Restaurant, after which Ramsey, Wellers and Poindexter came to the hotel to pick up Fisk himself. Later, Ramsey reported that Karen Page was located at the Clinton Church and ordered the NYPD units to stay clear of that location.[3]
Ramsey helps Benjamin Poindexter
Ramsey and Poindexter were presented at the FBI press conference, during which Hattley claimed that Nadeem was killed during the prosecution, accusing him of murdering Winn and resisting arrest. Back at the headquarters, Ramsey was working on documents, before Poindexter went to speak with Foggy Nelson about Seema Nadeem's arrival. During the wedding of Fisk and Vanessa Marianna, Poindexter attempted to kill Fisk, prompting Ramsey and other agents to open fire at him and Daredevil, but Poindexter was able to knock Ramsey out. Once Fisk and Poindexter were taken down, Ramsey and surviving agents were arrested by the NYPD for aiding Fisk in his conspiracy.[4]

- Marksman: During a wedding at the Presidential Hotel, Ramsey used his handgun to fire many shots at Daredevil and Benjamin Poindexter.
- Investigator: As part of his FBI training, Ramsey learnt investigation skills to use in the different cases assigned during his career.

- Handgun: Ramsey used his sidearm against Benjamin Poindexter and Daredevil during the attack on Wilson Fisk's wedding, however, Poindexter managed to take him out regardless.

- New York City FBI Office: Working for the FBI, Ramsey was stationed at the FBI Crime Division headquarters in New York City. Together with Arinori, Ramsey went to Tammy Hattley's office to discuss Wilson Fisk case with her.
- Presidential Hotel: Ramsey was among the FBI agents stationed at the hotel to provide a supervised protection for Wilson Fisk.
