The Federal Bureau of Investigation, better known by its acronym FBI, is the domestic intelligence and security service of the United States of America and its principal federal law enforcement agency, operating under the Department of Justice.
History[]
Dottie Underwood Case[]

In 1947, Vernon Masters and two FBI agents arrived at the New York Bell Company Office, the secret facility of the Strategic Scientific Reserve, to take custody of the recently captured Dottie Underwood. Despite Jack Thompson's protest, the FBI took Underwood and Masters noted that the Bureau would be credited for capturing her.[1]
Executive Order[]
FBI agents led by Vernon Masters entered the Auerbach Theatrical Agency to have the planned raid of the Strategic Scientific Reserve into the Arena Club stopped; Masters submitted to Daniel Sousa an executive order to cease-and-desist, overriding his search warrant. Sousa argued with the agents to no avail.[2]

Bruce Banner Manhunt[]
The FBI assisted the Strategic Operations Command Center with tracking Bruce Banner's movements, raiding houses or follow up on leads. When Banner reconnected with Betty Ross, the FBI began monitoring her credit cards, cell phones, and various online accounts in an attempt to pinpoint their location.[4]
Aldrich Killian's False Flag Attacks[]

HYDRA Uprising[]

When Black Widow exposed HYDRA by dumping all of S.H.I.E.L.D.'s files on the internet, FBI agents arrested Senator Stern as his affiliation with HYDRA was made public.[6]
FBI agents constantly watched Maria Hill after the fall of S.H.I.E.L.D. When Melinda May incapacitated the surveyors so she could talk privately with Hill, a team came and surrounded Hill just as May escaped. Hill then berated the agents for the time they took to apprehend her.
As a result of Phil Coulson's reorganization of S.H.I.E.L.D. and his deal with Senator Christian Ward, Grant Ward was handed over to a team of heavily armed FBI agents so he could be taken to a trial. However, he managed to take down the agents and escaped.[7]
Assassination of Christian Ward[]
The FBI began to investigate the alleged murder-suicide of Christian Ward against his mother and father. Investigating the incident, the FBI found evidence that another person was involved.[8]
Arrest of Wilson Fisk[]
With Nelson and Murdock as his attorneys, Carl Hoffman testified against Wilson Fisk's criminal enterprise in exchange for the freedom of guilt. Hoffman's testimony led the FBI to begin mass arrests. Among those taken into custody were Turk Barrett, M. Caldwell, Parish Landman, Randolph Cherryh, several corrupt NYPD officers and Fisk himself, accused of racketeering.
The FBI convoy transporting Fisk was attacked by mercenaries that killed every FBI agent and police officer, and one of the agents inside the armored truck was on his payroll, killing his partner to liberate Fisk. The FBI and the NYPD conducted a search for Fisk in order to recapture him, but it was Daredevil who thwarted Fisk' escape.[9]
Assassination of Samantha Reyes[]
FBI assigned Gallagher to coordinate NYPD officers who were provided to secure Samantha Reyes. Following the shooting that killed Reyes, several FBI agents went to the building to examine the crime scene and assess the current situation.[10]
Chase of Lincoln Campbell[]
The FBI was one of the agencies called for help by the ATCU to assist in their hunt for Lincoln Campbell who was deemed as responsible for the "terroristic attack" in Cincinnati Memorial Hospital.[11]
Tip from Jessica Jones[]

FBI was informed about Jessica Jones who was hired to find John Raymond and eventually called the NYPD. Arriving at John Raymond's Hideout, FBI agents found Raymond's multiple C-4 explosives and went to examine the place. The agent attempted to question Jones about the incident, as she answered that she doesn't know what happened with Raymond.
As NYPD arrived at the place, the agent was interrupted by Misty Knight who asked him to let her speak with Jones. FBI decided to cooperate with the Homeland Security investigating mysterious crime activity in New York City.[12]
Bombing of the Vienna International Centre[]
In 2016, the FBI was one of the agencies that investigated the explosion at the Vienna International Centre.[13]

Also in 2016, the FBI were asked by Tony Stark to deal with Vulture's black market dealings. A group of FBI agents set up a sting operation on the Spirit of America where Herman Schultz was selling hybrid weapons to Mac Gargan who already was on the FBI watch list. However, they were interrupted by Spider-Man who was tracking down Vulture himself. The FBI agents surrounded Spider-Man, wondering why he was there, and then, they were all attacked by Vulture who escaped with Schultz. Fortunately, the FBI was able to apprehend Gargan and took him to prison.[14]
Bombings of New York City[]

FBI was tasked to investigate the series of terroristic attacks orchestrated by unknown bomber. When he wrote the manifest and sent it to Karen Page, Mitchell Ellison contacted the FBI. The FBI examined his letter and allowed New York Bulletin to publish manifest before going to the New York Bulletin Building to interview Page and other employees.[15]
Attack on Ellen Nadeer[]
The FBI assigned Jurmain to investigate the bombing of the United States Capitol, which caused the death of Ellen Nadeer. Examining the crime scene, Jurmain was approached by S.H.I.E.L.D. agents who then handed the case from her.[16]

Examining the various events around the world, Noah learned that well-known political figure attempted to delete his FBI files for unknown reasons.[17]
Golden Tigers[]

During the street war between Triads in New York City, Frank Choi cut a deal with the FBI and leaked them information about Golden Tigers. FBI and United States Marshals Service were contacted by Misty Knight who convinced them to let Danny Rand and Colleen Wing to ask Choi a few questions before they sent him to the witness protection.[18]

Albanian Syndicate Lead[]

While Wilson Fisk was imprisoned, FBI had sent several agent to him to get valuable information about New York City criminal organizations, but he refused to cooperate. However, Fisk made a decision to work when he was visited by Ray Nadeem who was seeking for a promotion in the FBI. Fisk made a deal with the FBI to provide them with useful information, in exchange for the United States Department of Justice dropping charges against Vanessa Marianna.[19]
With the information provided by Fisk, the FBI executed an operation against the Albanian Syndicate, with Nadeem leading a raid on Mother Teresa's mansion. The FBI successfully arrested Mother Teresa and all Albanian Syndicate members, as well as their allies within the New York City Police Department and the city council, and seized their bank accounts. Nadeem then requested Tammy Hattley to assign him as an agent in charge of the Fisk's case, although Hattley pointed out that his FICO score might be an issue. Nadeem managed to convince Hattley that he can candle it, so she reluctantly agreed.[20]
Relocation of Fisk[]

We got their documents and data, and we're gonna get their money. Best of all, we bagged corrupt officials whose protection they were selling. A lot of cases they've been interfering with may finally get somewhere."

FBI was informed that Wilson Fisk was assaulted by Jasper Evans who tried to kill him, so Ray Nadeem made a decision to relocate Fisk and keep him talking. Nadeem and Tammy Hattley arranged a meeting with Chris DiMolina and Blake Tower with a request to put Fisk in the protective detail in a private location under the FBI supervision. Although DiMolina was against the deal due to Fisk's criminal record, Nadeem reminded him about the danger posed by Albanian Syndicate which was taken down by the FBI using Fisk's leads. He then explained that Fisk's knowledge about criminal organizations can save a lot of innocent lives if the FBI and District Attorney Office will keep him alive.
Tower and DiMolina eventually greenlit the relocation of Fisk, so the FBI unit led by Nadeem and Benjamin Poindexter escorted Fisk out of Ryker's Island to the Presidential Hotel where Fisk was supposed to spend his sentence. However, on their way to the hotel, the FBI convoy was ambushed by Albanian Syndicate who were seeking revenge to Fisk. During the ambush, the Albanian Syndicate members killed multiple agents in a gunfight and attempted to kill Fisk, but Poindexter managed to take out all hostiles and save him.[20]
Fisk's Protective Detail[]

With heavy casualties, Ray Nadeem and other surviving agents brought Wilson Fisk to the Presidential Hotel. After Benjamin Poindexter made sure that hall was secure, Nadeem, Arinori, Johnson and Doyle escorted Fisk to his penthouse. Nadeem then asked Poindexter to report about an ambush to Tammy Hattley while he informed Fisk about the rules of his sentence and secure the perimeter. In the wake of Fisk's technical release, New York City citizens organized a civil protest outside of the hotel, criticizing FBI's actions.
The FBI later was informed that Benjamin Donovan was assaulted by an unidentified intruder who assaulted Benjamin Donovan at the parking deck, so several agents headed there to apprehend him. The agents arrived at the parking lot, only for them to be rendered neutralized by an intruder and escaping.[21] Due to the possible security breach, Poindexter and J. Lim inspected Fisk's quarters and found nothing incriminating there.[22]
OPR Investigation[]

It would also be inappropriate of me to tell you that there was a slight discrepancy between your official report and the forensic analysis of the shooting."

Upon further examining of Benjamin Poindexter's report about the motorcade attack, the FBI found inconsistencies that did not align with the forensic analysis. Suspecting that Poindexter might have violated the FBI guidelines, the Office of Professional Responsibility launched an internal investigation on Poindexter, dispatching Winn to the Presidential Hotel. Together with Tammy Hattley, Winn interrogated Wilson Fisk, asking him about the exact details about the attack, however, Fisk testified that Poindexter killed the Albanian Syndicate members in self-defense, supporting Poindexter's claims.[22]
Prosecution of Matt Murdock[]

Wilson Fisk's deal with the FBI proved to be successful: the whole Albanian Syndicate criminal network was wiped out by the FBI and DEA. Benjamin Donovan claimed that they would not succeed without Fisk's information, so the FBI need to abide by terms of agreement. Ray Nadeem assured Fisk and Donovan that United States Department of Justice had dropped the charges against Vanessa Marianna and Fisk will get his property back.
Fisk then expressed an interest in further collaboration with the FBI and informed Nadeem about Matt Murdock who was his criminal associate who assisted him in his illicit activities. The FBI opened a case against murders and Tammy Hattley ordered Nadeem to apprehend Murdock, however, when he was not present at his apartment when the FBI raided it. With Murdock nowhere to be found, Nadeem opened an investigation and issued a city BOLO, deeming Murdock a federal suspect.
Investigating the case, the FBI discovered a retainer check from Confederated Global Investments written for Nelson and Murdock by James Wesley. Nadeem ordered agents to bring Karen Page in for questioning, however, Page denied his objections, instead claiming that Fisk was manipulating the FBI. Nadeem later questioned Foggy Nelson about Murdock and his involvement in Fisk's schemes, but Nelson denied it as well.[23]
Poindexter's Shore Leave[]

Eventually, the information about the internal investigation on Benjamin Poindexter was leaked to the press, as New York Bulletin published an article, exposing the situation in the FBI. Winn and Tammy Hattley informed Poindexter that he had been suspended from the field work, due to the unwanted attention from the press.[24]
New York Bulletin Massacre[]
- "That psycho in a suit did Agent Nadeem a huge favor. Now there's no one left to tell the world what a fool Fisk is making of the FBI."

Ray Nadeem was contacted by Foggy Nelson who informed him that Matt Murdock was willing to turn himself in, but in exchange for Nadeem to listen to Jasper Evans' testimony who had damning evidence against Wilson Fisk. Nadeem and a group of FBI agents headed to the New York Bulletin Building, only to witness that "Daredevil" had murdered multiple New York Bulletin employees, as well as Jasper Evans. Daredevil attacked FBI agents, killing one of them before escaping from the building, avoiding agents pursuing him.[24]
Nadeem brought Nelson and Karen Page to the New York City FBI Office for interrogation, however, they did not provide any information about Daredevil, as well as whereabouts of Murdock. Nadeem decided to procceed with the investigation and questioned Riggle about Evans who was supposed to be incarcerated in Ryker's Island, but Riggle was not helpful to the investigation.
As a result of the New York Bulletin massacre, Daredevil was declared a murderer and a public threat by authorities. Following a possible lead about his whereabouts, the FBI SWAT unit stormed the facility where Daredevil was supposed to be with his suit. However, Daredevil and Melvin Potter confronted agents and engaged in a combat, before Daredevil escaped from the scene, leaving Potter to be apprehended by the FBI for resisting arrest.[25]
Karen Page's Visit[]
Karen Page visited the Presidential Hotel under the pretext of getting an interview with Wilson Fisk for the New York Bulletin. Although J. Lim and Arinori stopped Page, as only the FBI had an authorization to contact with Fisk, he suddenly agreed to speak with Page. However, Foggy Nelson informed FBI that Page was intending to murder Fisk, so Lim and Arinori rushed to the penthouse and apprehended Page, before Nelson walked her out of the building.[26]
Corrupting Ray Nadeem[]

As Ray Nadeem discovered the evidence that Benjamin Poindexter impersonated Daredevil to commit crimes on Wilson Fisk's order, Ray Nadeem arranged for a discreet meeting with Tammy Hattley and Winn. Meeting at the Hattley Residence, Nadeem disclosed to them that Poindexter was responsible for the attack on New York Bulletin, and Fisk was manipulating the FBI for his personal gains. He insisted that Winn and the Office of Professional Responsibility must launched an internal investigation on Poindexter, and admitted that he was at fault for allowing Fisk to get close to the FBI.
However, it was revealed that Hattley worked for Fisk herself, as she used Nadeem's gun to kill Winn and made it look like Nadeem was responsible, giving the evidence to Felix Manning. She then told Nadeem that from now on, Fisk is his superior, as he was now in possession of the damming blackmail material. Later, Hattley and Nadeem arrived at the New York City FBI Office, where she officially reinstated Poindexter within the FBI and brought Nadeem to other agents who were working for Fisk.[27]
Arrest of Criminal Bosses[]

Once Benjamin Poindexter was reinstated within the FBI, Kingpin gave Tammy Hattley a new order: apprehend several criminal bosses operating within New York City. Hattley gathered agents from Fisk's list, such as Arinori, Wellers, Ramsey, Johnson, O'Connor, Markham, and Ray Nadeem, at the New York City FBI Office and informed them about about Fisk's order.
The FBI agents led by Nadeem and Poindexter busted the locations and arrested Rosalie Carbone, Everett Starr, John Hammer, Latimer Zyl, and Sophia Carter. All bosses were brought to the Red Fish Blue Restaurant where agents stayed to watch over them. Later, Fisk himself, escorted by Nadeem and Poindexter arrived at the restaurant. He offered the bosses his protection from the federal prosecution, using his connections within the FBI, in exchange for the part of the revenue of their criminal assets.
Bosses were skeptical about Fisk's offer, thinking the FBI organized a sting operation to arrest all of them. Starr ultimately dismissed the offer and prepared to leave, so Fisk ordered Poindexter to murder him. The rest of the criminal bosses then decided to accept Fisk's offer. As Fisk figured out that his trap on Daredevil was not worked, he ordered the FBI to escort him back to the Presidential Hotel.[27]

Murder of Ray Nadeem[]

When agents went to take Nadeem into custody, he drew a weapon to resist arrest and forced his fellow agents to kill him in self-defense."

Ray Nadeem was found by New York City Police Department at the backyard of his house, shot in the head. FBI organized a press conference with Tammy Hattley publicly stated to the press that the FBI previously discovered the corpse of Winn who was shot from Nadeem's sidearm. According to Hattley, Nadeem resisted to arrest and forced his fellow agent to kill him.
Later, the FBI contacted Foggy Nelson ordering him to come to New York City FBI Office, in order to discuss the details of Nadeem's case. Greeted by Benjamin Poindexter, Nelson took the picture with him and posted at his election page, saying that NYPD knows where Nelson was. However, Poindexter assured Nelson that he is safe with the FBI as Wilson Fisk decided that he will be very useful when he will replace Blake Tower as District Attorney.
Poindexter then led Nelson to the conference room where he joined Hattley and Seema Nadeem. As Hattley tried to comfort her, Seema informed Nelson that she asked to call him because he was the lawyer of her husband. Seema stated that she wanted to assist the FBI in the investigation of Nadeem's case and Nelson could help her. Hattley and Poindexter left Nelson and Seema in the room, staying outside. Seema informed Nelson that the FBI are listening and handed him Nadeem's phone with his dying declaration.[28]
Exposing of Conspiracy[]

Agents Arinori, Johnson, Markham, Mockta, O'Connor and Ramsey all took part and continue to act as Fisk's operatives under the orders of our boss, Special Agent in Charge Tammy Hattley."

As Wilson Fisk organized his wedding with Vanessa Marianna, Tammy Hattley stationed several agents at the Presidential Hotel to secure the event. Patrolling the parking deck, J. Lim spotted the FBI vehicle with the man in Daredevil's Suit behind the wheel. Lim realized that the man was Benjamin Poindexter who warned Lim to stay away. Lim attempted to apprehend Poindexter, however, was knocked down by him.
Desperate to kill Fisk, Poindexter continued taking down every FBI agents on the way. However, as he attempted to kill Marianna, she was saved by Daredevil. FBI agents arrived at the hall where they attacked Poindexter and Daredevil, while Markham brought Fisk away from danger. Poindexter was able to defeat the agents, killing Mockta and Arinori and knocked down Hattley. Meanwhile, Daredevil defeated Johnson and O'Connor and discovered Fisk's location. Daredevil emerged into the fight with Fisk, as well as Poindexter who killed Markham.
Thanks to the Ray Nadeem's dying declaration that was uploaded online, New York City Police Department and the office of Blake Tower had evidence of the corruption of FBI agents by Fisk. As Poindexter and Fisk were defeated, NYPD led by Brett Mahoney stormed the hotel where they arrested Hattley and all corrupted agents. Eventually, Hattley decided to collaborate Nadeem's declaration what helped NYPD and Blake Tower to take down all Fisk's criminal assets.[28]
Dealings with Scott Lang[]
Scott Lang's House Arrest[]

In 2016, Scott Lang took a deal with the U.S. government to be placed under house arrest for two years. The FBI assigned Jimmy Woo and his unit to monitor Lang in San Francisco in case he decided to break free from home.
In 2018, when Lang had only three days before liberation, he accidentally put his leg out of the perimeter around his house. This resulted in the Ankle Monitor on Lang's leg notifying the FBI. Woo and a group of agents arrived at the house to make sure that it was not an escape attempt. Before leaving, Woo asked Lang about his contacts with Hank Pym and Hope van Dyne who also were wanted by FBI because of their indirect involvement in the incident in Germany.
The next day, FBI was contacted by University of California, Berkeley campus police who identified two people in Bill Foster's office as Pym and van Dyne. Woo with agents Stoltz, Burleigh, and Pearson went to ask Foster about them. However, Foster answered that he had not talked to Pym in thirty years, despite distrust on the part of Stoltz.[29]
Lead from Sonny Burch[]
Stoltz was informed by Sonny Burch about location of Scott Lang, Hank Pym and Hope van Dyne. The task force led by Stoltz arrived at Muir Woods and surrounded Pym and van Dyne. When Mobile Laboratory was shrunken, agents ordered Pym and van Dyne to surrender and capture them. Stoltz used his opportunity to steal the lab to hand it to Burch, however, he was killed by Ghost who obtained the lab.
Meanwhile, Jimmy Woo went to Lang's house to examine him. Upon arriving at his house, he was stopped by Cassie Lang who claimed that Lang was sick. Woo, however, went upstairs and saw Lang. Woo later was informed that Pym and van Dyne were successfully captured.
Pym and van Dyne were brought to San Francisco FBI Office where they were left to wait for Woo. However, Lang broke into the FBI office where he stole the Wasp Suit and the FBI uniform to liberate them. They successfully avoided FBI agents and escaped from the facility before Woo arrived to interrogate them.[29]
Chaos in San Francisco[]

At the San Francisco FBI Office, Jimmy Woo was informed by Pearson that Hank Pym and Hope van Dyne escaped and the Wasp Suit was stolen from the storage vault. Later, the FBI learned from the news report about the chaos on the streets of San Francisco with the involvement of Ant-Man. Woo and his unit arrived at the place and found the streets and the Ant-Man Suit in the giant form which was completely empty.
Woo and his FBI agents raced back to Scott Lang's House only to find Lang there, much to Woo's surprise. As Lang's sentence was finally finished, Woo released him from the house arrest and set him free.[29]
Westview Anomaly[]

In November 2023, two weeks after the Blip which restored the world's population, a person in witness protection, despite being under the FBI's surveillance, went missing. Agent Jimmy Woo was sent from his post in California to Westview, New Jersey in order to further investigate. There he was joined by S.W.O.R.D. Agent Monica Rambeau, and informed her that the entire town had gone missing, realizing that the town was surrounded by energy walls. Eventually the entire S.W.O.R.D. agency, including Director Tyler Hayward, got involved in the situation. Woo, alongside with Rambeau and astrophysicist Darcy Lewis, learned that it the anomaly was caused by Wanda Maximoff, who somehow had managed to revive Vision and had taken Westview under her control as a sitcom themed reality.[30]
As the investigation continued, Woo grew concerns regarding Director Hayward's intentions on how dealing with Maximoff.[31] The objection of Woo, Rambeau and Lewis against Hayward led to the three being removed from the investigation,[32] so Woo helped Rambeau to enter Westview so she could warn Maximoff about Hayward who planned to kill her due to his hatred towards superheroes.[33]
Woo was eventually caught by S.W.O.R.D and was kept under guards' watch. He managed to break free and called the FBI from Quantico for backup to stop Hayward. In an hour, the FBI arrived and confiscated S.W.O.R.D documents. As the conflict ended and the energy walls around Westview dissipated, Woo led the FBI and the police in to arrest Hayward and his accomplices. As Woo was talking with Rambeau, an FBI agent asked her for questioning. As the two were alone, the agent revealed herself to be a Skrull, and told Rambeau she was sent by an old friend of her mother regarding an intergalactic mission.[34]
Chase in Cambridge[]

In 2025, the FBI went to Cambridge, Massachusetts to apprehend Riri Williams after she had indirectly been involved in the vibranium operations. They arrived at her garage and broke into it, before pursuing Williams, in her Ironheart armor, in a car chase, as well as her helpers, Shuri and Okoye. They were aided by the Cambridge Police Department and deployed a drone onto Shuri to track their location. However, their chase ended when Williams destroyed the drone causing it to crash on a FBI squadron of cars.
The next day, FBI agents met at the bridge with CIA agents, including CIA Director Valentina Allegra de Fontaine and Everett Ross to discuss what had happened.[35]
