Appearance[]
Anzai is a man in his 30s or 40s. He has an above average stature and a slender build. He has short slicked back brown hair, and typically wears a white button-up shirt with a black overcoat on top and black trousers.
Personality[]
At first, he seems to be very arrogant in his job of supposedly showing "true justice" to Uruma. However, this is actually downplayed as he is shown to be concerned and shocked when he witnessed Uruma's murder of Kuga, because it was worse than he imagined. Rather than planning on prosecuting him, he hoped that Uruma didn't kill Kuga, as doing so would turn the young teenager into a monster himself.
Story[]
Like Uruma, Anzai is a man that used to be bullied when he was a child af school. One day, he started having the feeling to kill them, but never did, as he didn't want to turn inhuman.

- So far, Anzai is the first innocent man to be killed by Shun Uruma's hands.
- Anzai's motives behind offering his hand to Uruma in Chapter 58, was to try and help Uruma redeem himself and start over again.
- Anzai's initial appearance contrasts that of Jun Shirakawa, one of Uruma's classmates. While Anzai was initially portrayed as an antagonistic character before the reveal of his true nature, Jun would initially be a friendly-turned-antagonistic character towards Uruma later on as the former believed that the latter had traumatized his sister.
