Eugene's name is only mentioned on the official website for Grand Theft Auto: Vice City. Eugene is seen by the Vice City Bureau of Investigation as a possible way to get to Leo Teal, as he is romantically involved with him.

He is an interior designer and restaurant owner who is known to like Thailand, knives and the beach. Leo Teal is a chef in a restaurant on Ocean Drive, which may be the restaurant that Eugene owns. Eugene is not the only love interest for Teal, however, as Moweesha is involved in "dubious practices" with Teal.
