Court of Fontaine: Fleuve Cendre is a point of interest located in Court of Fontaine, Court of Fontaine Region, Fontaine.
It is a settlement located in the sewers beneath the Court of Fontaine. It is mainly inhabited by societal outcasts, including ex-convicts, active criminals, and the destitute and disabled. The Spina di Rosula is its de facto governing body, and many of its members also reside there.

Fleuve Cendre has historically been a "gray legal area" where the Court of Fontaine has no jurisdiction. Currently, though, it is controlled by the Spina di Rosula, who "watches everyone [there] like hawks."[1] The Spina mediates conflicts, manages relations with the Court of Fontaine, and generally maintains order. Under their leadership, it is significantly harder to secure illegal funding, and engaging in armed conflict will get you "sent away to start a new life in the ocean."[2] Residents can also get help with things like living supplies and household affairs.[3]
People from all walks of life live in Fleuve Cendre. Many of the residents have spent time in the Fortress of Meropide and have come here for a new start, sometimes with their families. Others are orphaned, impoverished, unable to hold down a "regular" job, or otherwise operate outside of the law.
The quality of life there is relatively poor, even with the Spina's assistance. The environment is dirty and damp, with little air circulation, sunlight, or living space. Parents are often busy making ends meet, and children are often left to their own devices.[2] Living there can also be dangerous. Most people own a weapon out of necessity (often a gun), and few care to hide it. According to Tetreaux, anything left in the open will be stolen, and "knowing who was killed is as easy as knowing what clothes you're wearing today."[4]
The Spina also provides financial aid and job opportunities, such as funding Areta's education at The Akademiya to become a doctor and offering her a salaried position. However, they do not just hand out favors. Case in point, they only sponsored Areta on the condition that she return to work in Fleuve Cendre after graduation.[5]
History[]
Hundreds of years ago, in order to "improve" the city of Fontaine, the Court of Fontaine turned the sewers into an undercity for the "shadows" of society.[6] Many manual laborers ended up there as well, since the demand for their work decreased as Fontaine's technology improved. In the early days, the inhabitants believed that their diligence and tenacity "occasionally won them the right to live on the surface," and could even turn the Fleuve Cendre into a place "just as beautiful as the world above."[7]
The Court of Fontaine has always been aware of the undercity, but was never interested in managing it. At one point, it was a lawless place overrun with gangs and internal conflicts. Sometime prior to the cataclysm (500 years ago), the outlaw Eduardo Baker rose to power in Fleuve Cendre. He led a powerful protection racket, maintaining order with his trusty bronze pipe.[6]
At some point, the Court of Fontaine banned the unauthorized possession of certain construction equipment, such as the The Dockhand's Assistant and Prospector's Drill, perhaps in an attempt to prevent their use as weapons. However, it is implied that these tools, along with the Range Gauge and Portable Power Saw, were nonetheless used as covert weapons by the people of Fleuve Cendre.[8][9][10]
Sometime during Eduardo's rule, the Maison Gardiennage raided Fleuve Cendre, perhaps in an attempt to "clean up" the sewers. They captured Eduardo and his entourage, who were later sentenced to exile to the Great Red Sand. The incident came to be known as the "purge of Fleuve Cendre."[6]
