Biography

Scott Heiner was born in Afton, Wyoming. Heiner earned a degree in engineering in 1985.[1] His career experience includes working in the oil and gas industry.[2]

Elections for the Wyoming House of Representatives took place in 2016. The primary election took place on August 16, 2016, and the general election was held on November 8, 2016. The candidate filing deadline was May 27, 2016. Incumbent Fred Baldwin (R) did not seek re-election. A special election was held on August 31st to determine the Republican primary winner. Some voters were given the wrong ballot in one precinct and a special election was held in the precinct to determine the winner.[3]

Thomas Crank defeated Michele Irwin in the Wyoming House of Representatives District 18 general election.[4]

Education

  • Wyoming Hathaway Scholarship Program was one of the greatest achievements of our past legislature. It helps to keep our youth in Wyoming and provides economically viable means for them to gain a post-secondary education.
  • Education is one of the best tools we give our youth to help them succeed. I will foster efforts to provide quality education and opportunities for our future generations to succeed.

Economy

  • Job losses in mining (including oil & gas) of 10,259 during last 6 months of 2015. This is not only loss of jobs, but this has affected almost every family in the state as our economy struggles. The repercussions resonate throughout our state as it affects budgets in our schools, cities and counties.
  • Wyoming is blessed with abundant natural resources that can be developed in a safe and environmentally friendly manner.

Medicaid Expansion

  • Medicaid expansion would have provided the state $268 million in federal funds over the next 2 years to extend coverage to 17,000 Wyoming citizens. The federal government will provide 100% of the cost of expansion.
  • Beyond 2020, Wyoming will have to cover 10%. If we support this, Wyoming will need to come up with nearly $30 million annually to cover our portion. We need to evaluate where this money will come from in these tough economic times before we commit ourselves to the program.

Public Land Access

  • Public lands are for all to enjoy. There are too many that want to limit access to Public Lands. I will work to keep our Public Lands open for all to enjoy.[7]
