1968, is an act providing comprehensive social services for

Department of Social Welfare in the Philippines.

to members of the cultural minorities to facilitate their
integration into the body politic.

government service.
3. Recruitment and Qualifications: The selection and appointment of
social workers should be based on the merit and fitness principle.
Priority should be given to registered social workers in filling up

4. Merit Promotion and Career System: A Social Work Management
and Consultative Council is created to develop a uniform career and
personnel development plan for public social workers. This plan
includes provisions on merit promotion, performance evaluation, in-
service training grants, job rotation, incentive awards system, and
other policies related to the social security of social workers.
5. Normal Hours of Work: The normal hours of work for public social
workers should not exceed eight hours a day or forty hours a week.
On-call status is also defined, entitling social workers to on-call pay.

6. Leave Benefits: Public social workers are entitled to various leave
benefits, including maternity, paternity, vacation, and sick leaves.
Upon separation from service, they are entitled to all accumulated

This is a developmental scheme which involves the provision of capital

also provides opportunities for the recipients to develop positive work

3.1 Programs for the Development of Needy Pre-School Children
The effects of being born and growing up in poverty include a greater
chance of mental retardation, less good physical health, less adequate
socialization and preparation for entering school which impair chances
for success in school and in later life. The objective of the program for
the social development of the pre-school children is to provide
opportunities to have a proper start in life through an integrated
program of social development and nutritional feeding in the Day
Care Services Centers.
