II. RATIONALE
“Deped Memorandum No. 173, Series of 2019 mandates: 1) Equip learners
with reading skills to make them proficient and independent readers in their
grade level; 2) Capacitates teacher to become effective reading teacher; and

V. BUDGETARY REQUIREMENT
The principal shall supervise the overall undertaking of the reading program, verify,
