1. In what reasons why Claro M. Recto authored the Senate Bill 438 or otherwise known as
Rizal Bill of 1956.
Answer:
Claro M. Recto authored the Senate Bill 438 or otherwise known as Rizal Bill of 1956
because he stated that the bill's sole objective was to keep the memory of our national hero
alive in every Filipino, whether they were newborns or adults. It was not to go against
religion, but he wanted to exude Rizal as he heroically fought for our independence. He
battled so hard for it, even against the Catholic Church, that he was almost threatened to be
punished during the next election. He wanted that every Filipino to foster the same
nationalistic, moral, political, and social principles that Dr. Jose P. Rizal had. Instead of
criticizing the church's doctrines and today's ministers, Claro M. Recto wanted to instill the
civic virtue of putting personal ambitions aside for the common good in future generations.
2. What are the arguments of the oppositors of the Bill and why they don’t want the bill to
be passed into law?
Answer:
Rosales, Cuenco, and Rodrigo, the three guys who attacked Recto and his sponsor Laurel,
were all fervent Catholics who were linked to the Catholic opposition. Fr. Jesus Cavanna,
who was introduced as a Rizal authority, is one of the key figures in the opposition. He said
that Rizal's writings "belonged in the past" and that reading them is dangerous because they
portray a "false picture" of the authorities at the time. It was accused of being an "attack on
the clergy" and of mocking the Catholic faith. They even stated the number of pages
dedicated just to nationalistic content and anti-Catholic insults. Despite the fact that this was
not the case, they continued to push to "kill" the bill. The Catholic church implemented
several measures, including "punishing" Recto in the next elections and closing Catholic
schools. However, despite the fact that measures like this failed miserably, Rectos still
pushed to implement the bill.

3. Explain the significance of the passage of R.A. 1425 which is known as the Rizal Law.

Answer:
"R.A. 1425" is a comprehensive law that aims to educate and inform Filipinos about Dr.
Jose Rizal's writings "Noli Me Tangere" and "El Filibusterismo," which are based on our
national hero. Students and future generations will have a rich history of Rizal's life and how
he gave his life to fight for the freedom of our country. Recto's aim to educate the public
about Rizal's efforts to fight for our country in his own unique ways without using any
violence.
I believe this is the right time for us to unite and recognize the heroic deeds of our
national hero because if he had not fought for our country, we would not be enjoying our
freedom today. I also believe that this bill should really be taught to young people like me
because of the patriotism, equality, and honesty of Dr. Jose Rizal became the way for our
country to be free against the invaders. What I've learned through passing this bill is that
violence and war are not the answers to the problems we're experiencing right now. All we
have to do now is maintain our composure, be open to what the other side has to say, talk in a
polite and well mannered.
4. Why Jose Rizal is considered foremost National Hero and not Andres Bonifacio nor
Emilio Aguinaldo?
Answer:
In my own opinion, Dr. Jose P. Rizal should be our national hero because he fought for
our country without using violence. If we only base his works like El Filibusterismo and Noli
Me Tángere, he really deserves to be called our national hero because he had the courage to
write down all the events during the Spanish occupation even though he knew the
replacement of what he was doing against the Spaniards was his own life. One of the reasons
why Dr. Jose P. Rizal to be called our national hero because he made the way for our country
to have freedom. That's why Dr. Jose P. Rizal should be the national hero because even in the
last minutes of his life he did not regret fighting for our country and he is proud to be a
Filipino.

5. If you are one of the senators during the debate over the Bill, will you support or oppose
the Bill. Why or why not?

If I’m one of the senators during the debate over the bill, I will the support the bill
because Dr. Jose P. Rizal is one of my role models in life when it comes to fighting what is
right and for the sake of other people especially my love ones. I will support the bill not
because he is one of my role models but if we look for the all he did in our country he
deserves to recognized as our national hero and the bill deserve to be pass as a law in our
country. Furthermore, the bill aims to educate and inform Filipinos about Rizal’s life, work
and writings there’s nothing wrong if this bill passes as a law because it is one of the ways to
reminding us to not forget how our national hero fight our freedom and independence to all
the invaders. It is also need to pass the bill because in the stories of El Filibusterismo and
Noli Me Tángere he publishes and exposed all the evil deeds of the Spaniards to awake all
the Filipino.

involved in the opposition is Fr. Jesus Cavanna, who was introduced as an authority on Rizal.
He claimed that Rizal's novels "belonged in the past" and that they are harmful to read
because they displayed a "false picture" of the conditions of the authority at that time. It was
claimed to be "an attack on the clergy" and objected to ridicule the Catholic Faith. They even
went so far as to state the number of pages that only contained patriotic content and anti-
Catholic attacks. Despite this not being the case, they still pushed to "kill" the bill.
Several strategies were executed by the Catholic church such as to "punish" Recto in the next
elections and that Catholic schools would close down. However, tactics such as these failed
horribly and Recto still pushed to implement it. Moreover, statements that it would discredit
