November 20, 2024 – Docket No. 62214-1-RA-24 (Record No. 17685) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Telrite Corporation (Telrite or the Company) for designation as an eligible telecommunications carrier (ETC) for the limited purpose of offering lifeline services to qualified households. 

November 20, 2024 – Docket No. 20000-673-EN-24 (Record No. 17717) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of Rocky Mountain Power’s (RMP or the Company) Application to convert the primary fuel source from coal to natural gas for Units 1 and 2 of the Naughton Power Plant located in southwestern Wyoming in Lincoln County about six miles south of Kemmerer.

November 19, 2024 – Docket No. 30026-96-GP-24 (Record No. 17655) - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG) for authority to pass on a wholesale gas cost decrease of $0.0528 per therm for non-Choice Gas customers, effective for usage on and after September 1, 2024. The rate applies to 66,939 customers, including the Cheyenne and Cody divisions and all non-Choice Gas customers in the Casper, Gillette, and Torrington divisions who have elected to take service under the Gas Cost Adjustment Rate. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order.

 

November 19, 2024 – Docket No. 30010-226-GP-24 (Record No. 17658) - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to pass on a wholesale commodity cost decrease of $3.24532 per dekatherm (Dth), effective for usage on and after September 1, 2024.

 

November 19, 2024 – Docket No. 30016-110-GP-24 (Record No. 17675) - The Wyoming Public Service Commission (Commission) has approved Pinedale Natural Gas, Inc.’s Amended Application for authority to pass on a wholesale natural gas cost increase of $0.216 per therm, subject to notice, protest, intervention, possible hearing, refund, change, further investigation, and further order of the Commission.

 

November 19, 2024 – Docket No. 30019-52-GP-24 (Record No. 17674) - The Wyoming Public Service Commission (Commission) approved the Amended Application of the Town of Walden (Walden), for authority to pass on a wholesale commodity cost increase of $1.583 per dekatherm (Dth) through its Commodity Balancing Account (CBA), effective for usage on and after October 1, 2024, subject to notice, protest, intervention, refund, change, opportunity for hearing, further investigation, and further order of the Commission. The proposed change is due to an increase in the wholesale cost of natural gas.

November 19, 2024 – Docket No. 30013-415-GR-24 (Record No. 17710) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Montana-Dakota Utilities Co. (MDU or the Company) requesting authority to revise its tariffs and increase its retail natural gas service rates by 14.29 percent.

November 19, 2024 – Docket No. 20003-247-EA-24 (Record No. 17708) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Cheyenne Light, Fuel and Power d/b/a Black Hills Energy (CLFP or the Company), for authority to implement Transmission Cost Adjustment Mechanism (TCAM) rates of $0.02921 per kilowatt hour (kWh) for Residential Service, $0.02655 per kWh for Commercial Service, $0.02250 per kWh for Secondary General Service, $0.01952 per kWh for Primary General Service, $0.02015 per kWh for Industrial Contract Service, $0.02029 per kWh for Industrial Transmission Service, and $0.00891 per kWh for Lighting Service.

November 8, 2024 – Docket No. 30007-159-GP-24 (Record No. 17670) - The Wyoming Public Service Commission approved the Application of Frannie Deaver Utilities for authority to pass on a total purchased gas cost increase of $0.4893 per Mcf through its Commodity Balancing Account, effective for usage on and after October 1, 2024. This approval is subject to notice, protest, intervention, refund, change, additional investigation, opportunity for hearing, and further order of the Commission.

November 7, 2024 – Docket No. 10014-238-CP-24 (Record No. 17713) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of Powder River Energy Corporation’s (PRECorp or the Cooperative) Application for authority to increase its Cost of Power Adjustment (COPA) by $9,209,362 per annum, effective January 1, 2025, to reflect a change in average wholesale power costs.

November 7, 2024 – Docket No. 30018-61-GT-24 (Record No. 17716) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, the Commission hereby gives notice of Lower Valley Energy, Inc.’s (LVE or the Company) Application for authority to revise language in its residential service, small commercial, and large commercial tariffs, and remove its Prepaid Power Annual Billing tariff.

November 6, 2024 – Docket No. 20000-664-EM-24 (Record No. 17547) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to increase rates to recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to increase rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Tuesday, December 3, 2024, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming. 

November 5, 2024 – Docket No. 30013-414-GP-24 (Record No. 17681) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. to pass on a net gas cost increase of $0.179 per dekatherm (Dth) for residential and firm general customers, and small and large interruptible customers, and an increase of $2.468 for seasonal customers, effective on and after October 1, 2024, subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

November 5, 2024 – Docket Nos. 20002-141-EA-24 and 20003-246-EA-24 (Record No. 17706) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Joint Application of Cheyenne Light, Fuel and Power Company (CLFP) d/b/a Black Hills Energy and Black Hills Power, Inc. (BHP) d/b/a Black Hills Energy (collectively BHE or the Companies) for Commission approval to join the Western Energy Imbalance Market (WEIM), as more fully described below.

October 30, 2024 – Docket No. 30013-411-GP-24 (Record No. 17660) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. to pass on a decrease of $0.257 per dekatherm (Dth) for residential and firm general customers, small and large interruptible customers, and seasonal customers, effective on and after September 1, 2024, subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission. 

October 29, 2024 – Docket Nos. 20000-671-ER-24 (Record No. 17659) and 20000-664-EM-24 (Record No. 17547) - Pursuant to the Wyoming Administrative Procedure Act, Wyo. Stat. § 37-1-101, et seq., and the Wyoming Public Service Commission’s (Commission) Rules, amended notice is hereby given that due to inclement critical weather conditions the Commission will hold a virtual/online only Public Comment Hearing in Docket No. 20000-664-EM-24, Rocky Mountain Power’s (RMP) Energy Cost Adjustment Mechanism Application and Docket No. 20000-671-ER-24, RMP’s 2024 General Rate Increase.

October 23, 2024 – Docket No. 70275-1-TN-24 (Record No. 17686) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of Gallatin Wireless Internet LLC’s (Gallatin) application for a Certificate of Public Convenience and Necessity (CPCN).

October 22, 2024 – Docket No. 30026-97-GT-24 (Record No. 17696) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) for authority implement its 2025-2027 Natural Gas Energy Efficiency Program (Program) as more fully described below. 

October 21, 2024 – Docket No. 90090-19-XO-24 (Record No. 17693) - Pursuant to the Wyoming Public Service Commission’s (Commission) Rule Chapter 1, Section 3(a)(xvii), the Commission has set the Authorized Interest Rate (interest rate) payable on customer deposits held by gas, electric, and water utilities, pursuant to Commission Rule Chapter 3, Section 7(f); and, affected telecommunications companies, pursuant to Commission Rule Chapter 4, Section 9(g) in the State of Wyoming, at its Open Meeting held on October 10, 2024. The interest rate is set at 6.46% per annum for the period of January 1, 2025, through December 31, 2025. 

October 15, 2024 – Docket No. 90000-173-XO-23 (Record No. 17216) - Pursuant to Wyoming Statute § 16-3-103, the Public Service Commission (Commission) will hold a hearing on Thursday, November 14, 2024, commencing at 9:00 a.m. in the Commission’s Hearing Room at the Hansen Building, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming, to take public comments regarding the adoption of Commission Rule Chapter 6 (Non-Public Utility Generators). 

October 14, 2024 – Docket No. 80012-14-WA-24 (Record No. 17699) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, the Commission hereby gives notice of Lake Water Company, LLC’s (LWC or Company) application for authority to transfer a controlling ownership interest in Lake Water Company, LLC.

October 14, 2024 – Docket No. 20003-245-EA-24 (Record No. 17695) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, the Commission hereby gives notice of Cheyenne Light, Fuel and Power Company (CLFP or Company) d/b/a Black Hill’s Energy’s Application for approval of the 2025-2027 Demand Side Management Program (DSM) Plan by November 1, 2024 for implementation on January 1, 2025.

October 9, 2024 – Docket No. 20000-672-ET-24 (Record No. 17694) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to reduce the Carbon Capture Compliance Charge (Schedule 198) from 0.30% to 0.12% per month, and find that the costs incurred from 2022 through August 2024, pursuant to Wyoming Statutes §§ 37-18-101 and 37-18-102, and the Commission’s rules regarding low-carbon portfolio standards (collectively, HB 200 requirements) were prudently incurred. 

October 8, 2024 – Docket No. 70008-97-TA-24 (Record No. 17680) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of Union Telephone Company’s (Union or Company) Application for authority to expand its Certificate of Public Convenience and Necessity (CPCN) for voice telephony service within the expanded territory. 

October 3, 2024 – Docket No. 20002-138-ET-24 (Record No. 17677) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of Black Hills Power, Inc. d/b/a Black Hills Energy (BHP or the Company) for authority to decrease its Carbon Capture Compliance Surcharge to 0.00%.

September 18, 2024 – Docket No. 20003-242-ET-24 (Record No. 17673) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Cheyenne Light Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) for authority to decrease its Carbon Capture Compliance Surcharge (CCC Surcharge) to 0.00%, effective January 2025, as more fully described below. 

September 13, 2024 – Docket No. 30026-94-GM-24 (Record No. 17592) - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG) for authority to increase the Revenue Adjustment Mechanism (RAM) rate by $0.0004 per therm, effective July 1, 2024. The rate is applicable to 134,758 customers, including Choice Gas customers, located throughout the Cheyenne, Cody, Casper, Gillette, and Torrington divisions The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order. 

September 13, 2024 - Docket No. 90000-173-XO-23 (Record No. 17216) - The Wyoming Public Service Commission (Commission) hereby gives public notice in accordance with Wyoming Statute §§ 16-3-103 and 37-2-112 of its intent to adopt Commission Rule, Chapter 6 (Non-Public Utility Generators). 

September 3, 2024 – Docket No. 10003-51-CT-24 (Record No. 17654) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Garland Light and Power Company (Garland), for authority to revise its rules and regulations regarding the pricing of security lights. 

August 26, 2024 – Docket Nos. 70000-1773-TK-24 and 70237-8-TK-24 (Record No. 17661) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has filed an amended Interconnection Agreement (Agreement) with Zayo Group, LLC, f/k/a 360Networks (USA) Inc., (Zayo) for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The parties’ terms and conditions for the FCC Modernizing Unbundling and Resale Requirements Amendment to the Interconnection Agreement were filed on August 9, 2024.

August 26, 2024 – Docket Nos. 70000-1774-TK-24 and 62042-25-RK-24 (Record No. 17663) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink) filed to enter into a Type 2 Wireless Interconnection Agreement (Agreement) with Gold Star Communication, LLC d/b/a Silver Star Communications and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The parties’ terms and conditions for Interconnection was filed August 12, 2024.

August 26, 2024 – Docket Nos. 70003-221-TK-24 and 62042-26-RK-24 (Record No. 17664) - The Wyoming Public Service Commission (Commission) hereby gives notice that CenturyTel of Wyoming, Inc. d/b/a CenturyLink (CenturyLink) filed to enter into a Commercial Mobile Radio Services (CMRS) Agreement (Agreement) with Gold Star Communication, LLC d/b/a Silver Star Communications and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The parties’ terms and conditions for CMRS was filed August 12, 2024.

November 2, 2023 – Docket No. 30013-400-GP-23 (Record No. 17412) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU) to authority to pass on a decrease of $1.809 per dekatherm (Dth) for residential and firm general customers, and small and large interruptible customers, and pass on an increase of $1.032 per Dth for seasonal customers, effective for usage on and after October 1, 2023. MDU updated its Wyoming allocated Dth requirements, its pipeline transportation, and other costs and surcharges, and proposed refunding the over-collected Commodity Balancing Account balance, resulting in a net decrease of $1.809 per Dth despite an estimated commodity cost of gas increase of $0.035 per Dth. MDU also requested to switch to the winter rate resulting in an increase of $2.259 per Dth for a proposed rate of $5.072 per Dth for the Optional Seasonal customer class. When combined with the proposed decrease, the total proposed Optional Seasonal Customer rate is $4.434, a net increase of $1.032 per Dth. 

November 1, 2023 – Docket No. 30019-50-GP-23 (Record No. 17403) - The Wyoming Public Service Commission (Commission) approved the Application of the Town of Walden (Walden), for authority to pass on a wholesale commodity cost increase of $0.672 per dekatherm (Dth) through its Commodity Balancing Account (CBA), effective for usage on and after October 1, 2023, subject to notice, protest, intervention, refund, change, opportunity for hearing, further investigation, and further order of the Commission. 

October 31, 2023 – Docket No. 20000-650-ET-23 (Record No. 17421) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to maintain the tariff Schedule 198, Carbon Capture Compliance Charge, at 0.3 percent per month.

October 24, 2023 – Docket No. 30009-77-GP-23 (Record No. 17404) - The Wyoming Public Service Commission (Commission) approved the Application of Wyoming Gas Company, a division of Natural Gas Processing Co. (Wyoming Gas or the Company) for authority to pass on a decrease in its wholesale gas supply cost of $0.4799 per CCF. This approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and such other orders as the Commission may deem appropriate. 

October 19, 2023 – Docket No. 30007-154-GP-23 (Record No. 17400) - The Wyoming Public Service Commission approved the Second Amended Application of Frannie Deaver Utilities for authority to pass on a net wholesale gas cost increase of $0.9241 per Mcf, effective for usage on and after October 1, 2023. This approval is subject to notice, protest, intervention, refund, change, additional investigation, opportunity for hearing, and further order of the Commission. 

October 18, 2023 – Docket No. 10008-60-CT-23 (Record No. 17410) - The Wyoming Public Service Commission (Commission) approved the Application of Niobrara Electric Association, Inc. (NEA or the Cooperative) to revise its tariff to reflect a monthly minimum charge of the facilities charge plus $1.00 per kVa of installed capacity over 300 kVa subject to notice, protest, intervention, possible hearing, refund, change, further investigation, and further order of the Commission.

June 15, 2023 - DOCKET NO. 30026-76-GP-23 (Record No. 17296) - This matter is before the Wyoming Public Service Commission (Commission) upon the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) for authority to pass on a Gas Cost Rate (GCR) decrease of $0.2015 per therm. Additionally, pursuant to Commission Rule Chapter 2, Section 30, BHWG filed a Petition for Confidential Treatment of Exhibits 1, 4, and 5 (Petition). 

June 14, 2023 - 10016-78-CT-23 (Record No. 17261) - The Wyoming Public Service Commission (Commission) approved the Application of Wyrulec Company (Wyrulec) for authority to revise its tariffs relating to EV charging stations, single-phase and three-phase general services, single phase and large irrigation services, and large power services. 

June 14, 2023 - 10017-36-CT-22 (Record No. 16991) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Beartooth Electric Cooperative, Inc. (Beartooth) for approval of its operating policies, Rules and Regulations, and Pre-Pay Service Agreement.

June 12, 2023 – Docket No. 10000-29-CT-23 (Record No. 17299) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Fall River Rural Electric Cooperative, Inc. (Fall River), for authority to update its Avoided Cost Rate for May 2023 through April 2024. 

June 9, 2023 30013-397-GP-23 (Record No. 17301) - This matter is before the Wyoming Public Service Commission (Commission) upon the Application of Montana-Dakota Utilities Co. (MDU or the Company) for authority to pass on a wholesale commodity cost decrease (Application) and upon the Company’s Petition for Confidential Treatment of Gas Pricing Information (Petition). 

May 31, 2023 - 70000-1761-TK-23 and 70248-10-TK-23 (Record No. 17306) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has filed an Amended Interconnection Agreement (Agreement) with Wide Voice, LLC, for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The parties’ amended terms and conditions for the Agreement regarding CLEC’s traffic exchanges with CenturyLink was filed on May 11, 2023. 

May 26, 2023 – Docket No. 30010-214-GP-23 (Record No. 17230) - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion Energy or the Company) to pass on a wholesale commodity cost increase of $0.82013 per dekatherm (Dth), effective for usage on and after March 1, 2023. The Company’s proposal results in a monthly increase of $6.15 or 6.89% before taxes, for a typical residential customer using a monthly average of 7.5 Dth. The proposed change is due to a small decrease in the forecasted wholesale commodity price of natural gas and a larger increase in the Commodity Balancing Account amortization rate. Increased natural gas fueled electricity generation demand and lower storage levels in the Pacific states caused higher than projected natural gas demand and prices during December 2022, leading to an increased under-collection in the CBA

May 26, 2023 – Docket No. 30013-395-GP-23 (Record No. 17239) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU) to pass on a wholesale commodity cost decrease of $0.384 per dekatherm (Dth) to its residential, general, and small and large interruptible service customers, and a decrease of $0.163 per Dth for optional seasonal customers, effective for usage on and after March 1, 2023. The proposed change is due to a decrease in the wholesale commodity price of natural gas offset by a small increase in transportation capacity and pipeline-related costs.

May 26, 2023 – Docket Nos. 70000-1759-TK-23 and 70114-52-TK-23 (Record No. 17304) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has filed an amended Interconnection Agreement with Bresnan Broadband of Wyoming, LLC, for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The parties’ amendment adds terms and conditions for Interconnection, Operations Support Systems/Billing Support Systems, and Local Number Portability sections which are detailed in Attachment 1 of the amended Interconnection Agreement.

May 25, 2023 - 70266-1-TN-21 (Record No. 15834) - This matter is before the Wyoming Public Service Commission (Commission) upon the Application of EarthGrid PBC (EarthGrid or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to provide competitive local exchange telecommunications service in the state of Wyoming.
