Marci Norby

Administrator

Marci Norby is the Wyoming Public Service Commission (WPSC) Administrator, overseeing Business Operations, Administration, Technical, Facility Engineers, I.T., and Fiscal sections, budget of the agency and special projects. Previously, Ms. Norby was the Technical Staff Supervisor for natural gas, pipeline and electricity for the WPSC. Marci has been with the WPSC for 20 years, 3 of those years with the Wyoming Office of Consumer Advocate. Before the WPSC she was an institutional investor advisor, retail investment advisor, financial analyst, and accountant with a banking system in Texas, and later, in Kansas. Ms. Norby is active in the National Association of Regulatory Utility Commissioners (NARUC), having been a past chair of the NARUC Staff Subcommittee on Accounting and Finance and currently a member of the Staff Subcommittee on Executive Management. She was also an active member of the Northern Tier Transmission Group, Management and Cost Allocation committees. Ms. Norby holds a B.S. in Wildlife and Fisheries Biology and a M.S. in Finance from the University of Wyoming, and served in the United States Army. Ms. Norby enjoys archery, fly fishing, gardening, cross-country skiing, walking, and trap shooting.
