Barbara Tomlinson

Financial Officer

Barbara Tomlinson is the Financial Officer for the Wyoming Public Service Commission (PSC), and manages the fiscal operation of the Agency which includes processing expenditures and revenue, as well as assisting with budget input, grant administration and financial reporting. She is also responsible for a variety of other functions, such as Human Resources and Payroll support, Procurement processing and Asset Inventory management. Barbara came to the PSC from Nashville, TN in 2014 as the Agency’s Executive Assistant. Last year, she was promoted to Financial Officer. Barbara began her career in the early 1980’s as a Treasury Bill Trader for a Wall Street broker-dealer. She was offered a position in London and spent a year living there and traveling through Europe. After the market crash of October 1987, Barbara moved on from brokering and discovered her interest in an administrative support career which began at a law firm in Los Angeles, California. This role took her from California back to New York City, on to Connecticut, across the U.S. to Phoenix and Las Vegas, and then on to Nashville, Tennessee. Barbara has spent the latter part of her almost 40 year career in a variety of key administrative roles, including as a Legal Secretary, Executive Assistant, Operations Manager and Business Continuity Manager, for a variety of businesses, while exploring life in these cities. She is a current member of the Executive Management Committee in the National Association of Regulatory Utility Commissioners (NARUC). Barbara holds a Bachelor’s degree in Business Administration/Finance from Adelphi University in New York. She enjoys cooking, gardening, canning, traveling (especially to the beach), reading, writing, and knitting and crocheting, among other crafting hobbies.
