The Arrest of Baron Zemo was the apprehension of Helmut Zemo by the Dora Milaje in Sokovia.

During their search for the Flag Smashers and the Super Soldier Serum, Sam Wilson and Bucky Barnes sought out Helmut Zemo's help with the hope that his knowledge regarding HYDRA would prove useful. Barnes assisted Zemo in escaping his imprisonment at the Berlin Correctional Facility and Zemo joined the duo in their search.

Zemo's escape angered the Wakandans, as Zemo was responsible for the death of their king, T'Chaka. Ayo tracked down Zemo in Riga, but Barnes pleaded with Ayo to allow him to continue to use Zemo for a little while longer. Ayo agrees to give Barnes eight more hours before the Dora Milaje will come to apprehend Zemo. When the time expired, Ayo arrived at Zemo's residence to arrest Zemo, but her plans were stopped by John Walker who wanted to arrest Zemo for himself. A fight ensued, during which Zemo managed to escape from his assailants.

Bucky Barnes found Helmut Zemo at the Sokovian Memorial. Zemo told Barnes that his goal no longer involves killing him, but advised him that killing Karli Morgenthau is the only way to stop her. Barnes declined the advice and held a gun to Zemo's head. Barnes pulled the trigger, revealing the gun to be empty, with the bullets in his hand. The Dora Milaje arrived to take Zemo to the Raft, and Zemo surrendered himself peacefully.

Aftermath

Helmut Zemo is imprisoned inside the Raft

Despite being imprisoned on the Raft, Helmut Zemo was able to orchestrate, through his butler Oeznik, the bombing of a van transporting three of the surviving Flag Smashers to the Raft. Zemo smiled placidly listening to the news about it from his cell. This completed Zemo's goal of eliminating the super soldiers.
