The Skirmish in Helmut Zemo's Latvian Residence was an altercation between Sam Wilson, Bucky Barnes, John Walker, Lemar Hoskins, and the Dora Milaje over the apprehension of Helmut Zemo.

In an attempt to track down the Flag Smashers, Sam Wilson and Bucky Barnes decided to enlist Helmut Zemo for help, since he possessed an information about HYDRA and could help them to find the source of the Super Soldier Serum. Barnes liberated Zemo from the Berlin Correctional Facility and together, they traveled to Madripoor to gather information in the criminal underworld. Through Selby, they found out that the serum was recreated by Wilfred Nagel who was recruited by the Power Broker, before it was stolen by Karli Morgenthau. Zemo then killed Nagel to prevent the serum from being recreated ever again and the group managed to fend off a series of bounty hunters, with Zemo, Wilson, and Barnes heading to Latvia to find Morgenthau.[3]
Bucky Barnes is approached by Ayo
Upon the arrival at Riga, Barnes encountered Ayo, as the Dora Milaje found out about Zemo's escape and gave Barnes eight hours before they come after Zemo. Wilson, Barnes, and Zemo went to the Latvian GRC Resettlement Camp to gather information about Morgenthau's whereabouts, however, none of the residents trusted them, so they refused to talk. Zemo, however, managed to get a young girl to tell him about Donya Madani's funeral which will be attended by Morgenthau, although Zemo decided to keep the information to himself, so they would not give him to Dora Milaje. Before going to the memorial, they were approached by Captain America and Battlestar who were after the Flag Smashers as well and reluctantly gave Wilson a chance to speak with Morgenthau instead of launching an attack.
With Captain America and Battlestar staying behind, Wilson approached Morgenthau and talked to her, discussing the Flag Smashers' cause and Morgenthau's viewpoint that the ends justify the means. However, they were interrupted by Captain America who lost his patience and went after Morgenthau, leading her to believe that Wilson sent an ambush on her and attempted to escape. Although she was able to get away from Captain America, as well as from Wilson and Barnes, she was attacked by Zemo who shot her and destroyed all the Super Soldier Serum she had. Morgenthau managed to get away before Zemo was knocked out by Captain America who secretly took the last remaining vial with the serum.[4]

John Walker encounters the Dora Milaje

Failing their mission to stop Karli Morgenthau, Sam Wilson, Bucky Barnes, and Helmut Zemo returned to the Latvian Residence where they were encountered by the Dora Milaje led by Ayo, as well as Captain America and Battlestar. Captain America told Ayo that they had no jurisdiction in Latvia and Zemo should be apprehended on the behalf of the Global Repatriation Council to which Ayo replied that the Dora Milaje operate beyond any jurisdiction and they should be ones arresting Zemo. Despite Wilson's attempts to stop Captain America from fighting, he challenged Ayo, Nomble, and Yama, with Battlestar joining in as well.
Bucky Barnes confronts Ayo
The Dora Milaje were able to easily overpower Captain America and Battlestar, so Wilson and Barnes decided to intervene and stop a fight. However, when Barnes attempted to persuade Ayo on letting it go, she detached his vibranium arm, expressing her disappointment in Barnes' decision to liberate Zemo. While Wilson and Barnes engaged in a skirmish with the Dora Milaje, Zemo took advantage of the chaos and escaped through the secret passage in the bathroom. The Dora Milaje then noticed that Zemo had escaped and ceased the fight, leaving the residence to pursue Zemo, quickly followed by Captain America and Battlestar.[4]
Aftermath[]
Humiliated at the prospect of being defeated by a non-super soldier, John Walker made a decision to ingest the last Super Soldier Serum and became a super soldier.[4]
Helmut Zemo is arrested by the Dora Milaje
Bucky Barnes contacted the Dora Milaje and cooperated with them on finding Helmut Zemo and confronted him in Sokovia at the memorial of the Battle of Sokovia. Zemo did not attempt to escape and instead reiterated his belief that Karli Morgenthau and the Flag Smashers cannot be redeemed from their radicalization, and because their influence stretches across the globe, the only reasonable solution is to kill them all. Barnes disregarded his advice and called for Ayo and the Dora Milaje who apprehended Zemo and transported him to the Raft for imprisonment. Ayo advised Barnes to distance himself from Wakanda for the time being before Barnes asked Wakandans to provide Wilson with a new Captain America's Uniform.[5]
