The Raft is an underwater prison created for the sole purpose of detaining and incarcerating enhanced individuals.

Wanda Maximoff imprisoned inside the Raft

In 2016, as the Battle at Leipzig-Halle Airport ended, Sam Wilson, Wanda Maximoff, Clint Barton, and Scott Lang were captured by Thaddeus Ross and taken to the Raft for working outside the law. Tony Stark flew to the Raft to tell Wilson that he believes Steve Rogers' story about Helmut Zemo. Stark landed on the Raft and was greeted by Ross before heading to the cells. As he was heading into the cells, he caught footage of Maximoff in the cell, and was disgusted by how Ross had treated her.

Before entering Stark took out the footage so that Ross and his team couldn't hear his conversations with them. When Stark entered the room, he was mocked by Barton, but Stark told Barton that he didn't know they would be put there. Since the Raft was built for criminals, Barton claimed that they were all now. Stark then walked past Lang who said that you can never trust a Stark, which Stark came back by not knowing who he was.

Stark then met with Wilson. Stark told Wilson that he believed Rogers and that he needed his help to tell him where Rogers and Bucky Barnes had gone. Wilson told Stark about the HYDRA facility in Siberia and the Winter Soldiers which Zemo was planning to reactivate, and told him to go alone as a friend. Stark then left the Raft, much to Ross's suspicion.[2]

Helmut Zemo's Planned Transfer[]

After T'Challa had brought Helmut Zemo into custody in the Joint Counter Terrorist Centre Building for his crimes against the United Nations and the Avengers, Everett Ross told him that Zemo would be processed and that the CIA would interrogate him to see if had any further plans the agency needed to worry about before eventually sending him to the Raft to serve a life sentence.[3] However, Zemo did not end up being sent to the Raft, instead being transferred to a different prison in Berlin.[4]

Steve Rogers managed to infiltrate the Raft where he engaged into a confrontation with the US Marshals. Rogers successfully defeated the Marshals and released Clint Barton, Sam Wilson, Wanda Maximoff, and Scott Lang from custody.[2] He was assisted by Natasha Romanoff as well.[5]

Yo-Yo Rodriguez was warned by S.H.I.E.L.D. Director Jeffrey Mace, that she would be sent to the Raft if she went against the Sokovia Accords.[6]

Arrest of Willis Stryker[]

During a duel with Luke Cage, Willis Stryker used his battle suit to counter Cage's abilities. However, Cage eventually incapacitated his half-brother, allowing the New York City Police Department to arrest Stryker and take him to a medical facility to allow him to recover from his injuries,[7] before he would be later be detained at the Raft for his crimes.[8]

Hogarth, Chao & Benowitz took on Alisa Jones' case, as Jeri Hogarth managed to get her a deal that would prevent her from being sent to the Raft. Hogarth informed Jones that in the Raft she would be kept in solitary confinement for 23 hours, each and every day.[9]

After Trish Walker ended a string of sadistic vigilante acts with the murder of Gregory Sallinger, Jessica Jones pursued her, took Walker down and knocked her unconscious. When the New York City Police Department arrested and interrogated Walker, she finally realized that she had become "the bad guy", although far too late for her to be able to fix the situation. Jones later solemnly watched from afar as Walker was boarded onto a helicopter that took off and transported her to the Raft.[8]

In 2024, the Dora Milaje took Helmut Zemo to the Raft.[10] One day, while in his cell, Zemo heard from his radio about the explosion of a prison transport that killed three of the remaining Flag Smashers and smiled, knowing that his butler Oeznik had succeeded in their plan.[11]

  • In the comics, the Raft is an island prison for super-powered criminals located near Ryker's Island.
  • This version of the Raft also replaces Prison 42, a massive prison located in the Negative Zone used by Tony Stark, Hank Pym and Reed Richards to contain non-registered superhumans as they waited for their trials in the original "Civil War" storyline.
