Mel was the foreman of the LibEl's roadwork site on Columbus Avenue.^[1]

Events of The Ballad of Gay Tony[]

Mel was an associate of the Messina Family, and this was revealed to Rocco Pelosi by a union official working for the Messinas. It is most likely that he was the target in the crane that was blown up by Luis Lopez, as the other two targets' locations were also given up by the union official.
