Hirotoshi Buratsuta (
Appearance[]
Hirotoshi is a fat elderly man who is bald on the top of his head. He has thin black eyes with small irises and thick eyebrows. He is usually seen wearing professional clothing, such as a suit.
Personality[]
Hirotoshi can be described as a money-oriented person with little to no high ambition. Even though Japan lost in the World Cup 2018 (Round 16), Hirotoshi is unbothered. With Japan Football Union financially stable, Hirotoshi sees nothing wrong with the current national team. In fact, he appears to believe that Japan will never be able to win the world cup, as he actively mocks Anri for thinking so. Proven to be incredibly delusional, he believes that all the association has to do is maintain the national team's brand and façade since to him, football is a business.[2] This business strategy made him ill-equipped for the talent that Blue Lock demonstrated in Japan's National Representative match against the U-20 team, as he actually believed that his stagnation plan would aid him in winning. Ultimately, resulting in his complete and utter humiliation in front of the entire world. Due to these negative traits, no one in the football world respects him as they see him as an irritable nuisance. Both Blue Lock Eleven and Japan U-20 teams were happy that his plans for shutting down Blue Lock failed and have no problem in openly and actively mocking him.
In addition, Hirotoshi tends to come off as sleazy and weird, as he tends to stare at Anri's chest while she is talking. Proving himself to be shameless, after his loss against Blue Lock, he pilfers the credit for the project's founding.
Hirotoshi can show a servile attitude. When talking with Sae Itoshi, he is very complacent and does everything he can to make him feel comfortable, to the point of giving him full authority to pick anyone he wishes for the U-20, even a striker from Blue Lock, despite only showing his disdain and wanting nothing more to shut down the project.

Anri Teieri[]
Hirotoshi and Anri are polar opposites when it comes to football. While Anri wants to see Japan win the World Cup, Hirotoshi could not care less. Also, Hirotoshi sees Blue Lock as a waste of time and resources. On the other hand, Anri believes that Blue Lock can be used to produce top-notch strikers capable of winning the World Cup. Moreover, like the others in the Japan Football Association, he also sexualizes Anri and stares at her large chest.[2]
