General election

Elections for the New Jersey State Senate took place in 2017. All 40 seats were up for election. The general election took place on November 7, 2017. A primary election took place on June 6, 2017. The filing deadline for the primary election was April 3, 2017.[2][3] Troy Singleton (D) defeated John Browne (R) in the New Jersey State Senate District 7 general election.[4][5]

Races we watched

Ballotpedia identified five races to watch in the New Jersey State Senate 2017 elections: four Democratic seats and one Republican seat. Based on analysis of these districts' electoral histories, these races had the potential to be more competitive than other races and could possibly have led to shifts in a chamber's partisan balance.

This district was a Race to Watch because the presidential candidate opposite of the incumbent's party won the district in the 2016 elections, and the incumbent did not file to run for re-election. Incumbent Diane Allen (R) won re-election in 2013 by 20.9 points. She did not file to run for re-election in 2017, making the seat one of five open seats in the New Jersey State Senate 2017 elections. District 7 was one of 28 New Jersey state legislative districts that Democrat Hillary Clinton won in the 2016 presidential election. Clinton carried District 7 by almost 26.6 points, a 47.5 point swing from Allen's margin of victory in 2013. Democrat Barack Obama won the seat in the 2012 presidential election by 28.4 points. As of 2017, District 7 covered Burlington County.

2017

Singleton's campaign website highlighted the following issues:

Economy/jobs

  • Troy has led the way in helping small businesses get the support they need to hire new workers and make investments in new technology. He is working to attract new, high-tech companies to South Jersey that will create good jobs with benefits. Troy supports expanding tax incentives for small businesses to make South Jersey an industry leader in clean energy research and development – increasing solar panel installation and manufacturing of wind turbines in New Jersey, instead of sending jobs overseas.

Gun Control

  • Troy understands that illegal gun sales and weapons trafficking are the real problems in our communities. That’s why Troy has authored a number of laws to keep our neighborhoods safe while respecting the rights of law-abiding citizens -- including mandating that felons serving prison sentences for gun crimes don’t get released early, and requiring the automatic forfeiture of any cars used in the illegal trafficking of weapons.

Education

  • A father of three, Troy is committed to improving education for all children regardless of where they live in our state. Troy has fought to make sure our tax dollars reach classrooms by eliminating perks for school administrators and bureaucrats and has voted to provide much-needed funding for upgrading our public schools -- lifting that burden off the shoulders of local property taxpayers -- and has made it his goal in the Legislature to ensure top-notch education availability for New Jersey’s children remains a top priority for all lawmakers.

Veterans

  • Troy's grandfather fought for our nation in World War II, and Troy proudly carries on his family’s tradition of honoring and respecting the sacrifices made by our nation’s veterans. He has written legislation to help ease the transition of soldiers returning to civilian life, including the “Helmets to Hardhats” program which is expanding job and educational opportunities for returning service men and women. Troy remains committed to ensuring our returning veterans have access to good jobs and vital job training.

Standing up for Women

  • Troy is standing up for New Jersey's women, leading the fight to preserve funding for women’s health care services including funding for mammograms, cancer screenings and pre-natal care. Without Singleton’s work, many local women’s health care facilities would be forced to close their doors forever, denying 40,000 women crucial life-saving medical care. And Troy supported state legislation to end workplace discrimination and ensure equal pay for women.[22]
—Troy Singleton[23]

2013

Singleton's campaign website listed five major campaign themes:[1]

  • Strengthening Our Children's Educational Foundation
Excerpt: The educational foundation that we lay for our children should be steeped in the principle that every child, regardless of zip code, should have the tools necessary to succeed. I am committed to enacting common sense education reforms that support good teachers and allow us to provide the appropriate education that all New Jersey children deserve.
  • Higher Education and Workforce Development Opportunities
Excerpt: Whether it's at the state, national or local level we must sharpen our competitive edge and create new opportunities for working-class families to get ahead. This can't be done in a vacuum. It needs to be a concerted effort that focuses on everything from training our workforce to incentivizing private investment.
  • Innovation and Entrepreneurship
Excerpt: It is incumbent upon us as policy makers to create an environment that nurtures promising industries, gives entrepreneurs the skills and capital to create jobs, and allows New Jersey companies to compete both regionally and globally. I strongly believe that by promoting innovation and nurturing the free exchange of ideas, we make our society as a whole better.
  • Regional Development Through Sound Infrastructure Investments
Excerpt: Infrastructure investments have long been an economic engine for our country. Building American roads, bridges and rail lines helped pull us out of the Great Depression, and revived our stalled economy. It's time to return to that notion that if we commit the resources necessary we can put New Jerseyans back to work and strengthen our transportation and infrastructure networks for the long-term safety and productivity of our state.
  • Making Business Growth in New Jersey Easier
Excerpt: Small businesses are the backbone of our economy and employ nearly half of our entire workforce. Eliminating burdensome regulations and putting in place common sense measures to alleviate the bureaucracy businesses must navigate will ensure that business in our state can thrive. I am actively engaged in our business community to hear your concerns and create policies that foster the best possible atmosphere for job creation.[22]

Scorecards

See also: State legislative scorecards and State legislative scorecards in New Jersey

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
