General election

Elections for the New Jersey General Assembly took place in 2017. All 80 seats were up for election. State assembly members are elected to two-year terms. The general election took place on November 7, 2017. A primary election took place on June 6, 2017. The filing deadline for the primary election was April 3, 2017.[2] Legislative districts in the New Jersey General Assembly are multi-member districts, with two representatives in each district. In Democratic and Republican primary elections, the top two candidates move forward to the general election, and the top two candidates in the general election are declared the winners.[3] Incumbent Andrew Zwicker (D) and Roy Freiman (D) defeated Donna Simon (R) and Mark Caliguire (R) in the New Jersey General Assembly District 16 general election.[4][5]

Races we watched

Ballotpedia identified eight races to watch in the New Jersey General Assembly 2017 elections: three seats with two Democratic members, three seats with two Republican members, and two seats split between the parties. Based on analysis of these districts' electoral histories, these races had the potential to be more competitive than other races and could possibly have led to shifts in a chamber's partisan balance.

This district was a Race to Watch because the district was split between the parties following the 2015 elections, both incumbents had margins of victory that were less than five percent, and an incumbent from the opposite party of the 2016 presidential winner did not file for re-election In the 2015 elections, all four candidates for District 16 were within five points of each other. Incumbents Jack Ciattarelli (R) and Andrew Zwicker (D) received 25.4 percent of the vote and 25.5 percent, respectively. Republican incumbent Donna Simon (R) and Maureen Vella (D) received 24.9 percent and 24.6 percent, respectively. Ciattarelli was first appointed to the chamber in 2011 and Zwicker was first elected in 2015 when he defeated Simon. District 16 was one of 28 New Jersey state legislative districts that Democrat Hillary Clinton won in the 2016 presidential election. Clinton carried District 16 by 14.3 points. In 2012, Democrat Barack Obama won District 16 by 7.7 points. As of 2017, District 16 overlapped with the following counties: Hunterdon, Mercer, Middlesex and Somerset.

Elections for the New Jersey General Assembly took place in 2015. A primary election was held on June 2, 2015. The general election took place on November 3, 2015. The signature filing deadline for candidates wishing to run in this election was March 30, 2015.[9] Since the general assembly uses multi-member districts, the top two candidates from each party in the primaries advanced to the general election. Andrew Zwicker and Maureen Vella were bracketed together and were unopposed in the Democratic primary. Incumbent Jack Ciattarelli and incumbent Donna Simon were bracketed together and were unopposed in the Republican primary. The four candidates faced off in the general election. Zwicker (D) and Ciattarelli (R) defeated Vella (D) and Simon (R) in the general election. After all provisional ballots were counted on November 9, 2015, Zwicker led Simon by 78 votes.[10] Simon had until November 18 to concede the race or to file for a recount. Simon decided not to pursue a recount.[11][12][13][14][15]

2017

Zwicker's campaign website highlighted the following issues:

A Road to Affordability

  • Instead of throwing our hands in the air and giving up, I believe it’s time for a different approach. I believe it’s time to drop the posturing and political rhetoric, and prioritize economic growth by focusing on the things New Jersey does best. As a scientist and a teacher, I understand that New Jersey has a rich history of manufacturing, innovation, and education and that investing in these is key to our long-term economic growth. When we invest in high-tech startups and small businesses that create high quality 21st century jobs, we are investing in our future and growing our middle class.
  • We must recognize the enormous value of our small business community and make it easier for them to succeed by reviewing government regulations and removing those that cause more harm than good. I believe in the importance of technical education and investment in our research universities, because without it we will not be able to compete in a knowledge-dependent economy. We must invest in re-training unemployed workers in the skills that will make them invaluable to modern employers. And, in order to make our state more affordable, we need to review our tax structure and look for economies and opportunities to make it fairer.

Education

  • I will work to make college more affordable, so that everyone, regardless of income, has the opportunity to receive a high quality education. I strongly support our community colleges for the job they are doing and recognize the value of the NJ STARS scholarships that high school graduates with good grades can get to pay community college tuition. I also believe that we need more investment in technical schools, retraining workers for new jobs, and particularly workforce development.

The Environment

  • Climate change is a reality and 2014 was the hottest year on record. Yet the State of New Jersey has pulled out of the Regional Greenhouse Gas Initiative, an agreement among 9 of our neighboring states meant to curb emissions of carbon dioxide. I believe that it is time to reverse that decision and join with surrounding states in the protection of our precious environment.
  • I also know that protecting our environment and creating jobs work together. The growth in sustainable clean sources of energy is already creating jobs and fostering new innovation in our universities. We must support these innovations and jobs with policies that promote growth and make New Jersey a leader in new technologies.[16]
—Andrew Zwicker[17]

2014

Zwicker listed the following themes on his campaign website.

  • Jobs and the Economy: "Everyone wants the same thing, a chance to succeed, a chance to work hard, get ahead, make a living wage, provide for ourselves and our families. Our country does not succeed unless all of us have that chance, unless we are treated fairly regardless of how we make our living. As a scientist, I know first hand that our economic growth has historically been driven by investment in research and education. We must invest in job-training programs, invest in our infrastructure, and invest in our schools. I will work tirelessly to repeal the cuts to our budget that are commonly known as "Sequestration," which have slowed our economic growth. Finally, we must make changes to our tax code so that everyone contributes fairly and close corporate loopholes."
  • Education: "I work with students every single day. A strong education system gives students the opportunity to succeed and become future innovators and leaders. I know what it takes to make sure that our schools receive strong support and that our students graduate with the skills they need to compete in a global economy. We must work together to improve our public schools, empower and reward good teachers, increase access to pre-school, and invest in math and science education. I will work to make college more affordable, so that everyone, regardless of income, has the opportunity to receive a high quality education."
  • Clean Energy and Climate Change: "I am a scientist that has spent the last 20 years working to develop clean, safe, and affordable renewable energy that we can produce right here in NJ. We must invest in developing renewable energy because it is smart economic policy to ensure that we give our children and grandchildren access to clean air, clean water, and clean land. I know that the single biggest threat to our communities and our planet is climate change and we must limit the amount of greenhouse gases that we emit into the atmosphere. One of my first priorities will be to ensure that we protect our environment, our oceans, and our beautiful New Jersey shore. I will work to end the unfair tax breaks currently given to subsidize fossil fuels and use that revenue to invest in 21st century energy sources."
  • Immigration Reform: "We are a country of immigrants. To ensure America continues to thrive, we need to reform our immigration system so that those who come here seeking opportunity have the same chances today that our grandparents and great-grandparents had years ago. We must make legal immigration easier, provide a path for undocumented workers to earn their citizenship, and make sure that all people are treated fairly."[16]
—Andrew Zwicker[18]

Scorecards

See also: State legislative scorecards and State legislative scorecards in New Jersey

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
