Biography
Frank Hinshaw was born in Honolulu, Hawaii. He served in the Hawaii Army National Guard from 2007 to 2008. Hinshaw earned a bachelor's degree from the Shidler College of Business, University of Hawaiʻi at Mānoa in 2011. His career experience includes working in business administration for Skydive Hawaii.[1]

My name is Frank T.K. Hinshaw, I am a 31-year-old resident of the island of Oahu. I am excited to announce my run as a Libertarian to represent the people of the State of Hawaii as their Governor in this election. There are many things I believe the people of this state want to see changed, and I believe that I am the best suited among those running to hold the office and execute the will of the people. Growing up on Oahu, I know how difficult life can be. The government is too large, the taxes are too high, there is a major disconnect from the people. We’ve learned that corruption is the way that business is accomplished here, and that needs to change as the people demand it in order to trust their leadership. I will restore sunshine laws and transparency in state government, I will end the unconstitutional endless state of emergency that the people of Hawaii have suffered under. The state of emergency has created dark spaces in our system for corruption to grow, so it must end as soon as possible and never be again used as absolute power over the people of Hawaii. I will veto every bill that is a tax increase on the people of Hawaii. I will veto every bill that increases the cost of living here and I will seek ways to lower the cost of living in Hawaii as that is the best way to help everyone and not just a select portion of our society. I will seek to give the people a voice in their government again.

- Promote individual liberty and the free market as the solution to many of our problems in Hawaii
Reduction in size of government and barriers to entry for businesses in our state. Entrepreneurship is our best weapon against the inefficiency in the marketplace, by making our state a better place to start and operate a business, we will allow the market itself to resolve many of the issues that have plagued our communities. Reducing the culture of corruption that has entrenched itself in the government at all levels will make it easier for businesses and individuals to navigate the marketplace without hidden costs and the barriers that have kept many from participating in our economy. Furthermore, increasing the transparency of our government and its agencies and seeking more public input and participation will help both the people and the government to do their respective duties and works. I will champion holding the government in Hawaii accountable to its constituency, reducing the inflated size of our agencies, and providing oversight so that each dollar spent is doing the full work that it should. I will use a simple cost & benefit analysis to show how taxes have yielded the desired results or work to eliminate funding and the high taxes associated with wasteful government spending.
My father, for being an entrepreneur here in Hawaii, one of the most difficult places to do business in the USA and for always sticking to his values and never giving up no matter how many times he was given an insurmountable obstacle by those in power. He always has been able to overcome his challenges in the face of those who want to see his business fail, and he raised a family at the same time.
Selfless service as a representative of the people in my mind is most important. It is good to always remember that you will live among the people you represent even after your term in office is over. Remember that you represent all the people of Hawaii when you are elected, not just those who voted for you. To know that divisive partisanship has no place once you are in office. If elected everyone is treated with the same respect deserving a citizen in good standing.
I am the youngest candidate and I was born and raised here in Hawaii. My education has largely been through the public school system here. I am not connected to the large industry and big money that flows to politicians here, so as an outsider with no one pulling my strings I can truly represent the people without ulterior motives or hidden agendas.
Ensuring that the will of the people is executed and that their pursuits of life, liberty, and happiness are not infringed upon are my ultimate goals. With Hawaii being a single-party state, the government needs a strong proponent of alternative points of view.
I'd like to see a boom in the economy, lower costs & taxes, and more children choosing to stay in Hawaii after growing up here. If I can accomplish that improvement in the quality of life for everyone while maintaining our natural resources for future generations I will consider my term in office a success. If I can eliminate or reduce corruption and change the culture of government agencies in the long term, that would be a legacy I would be proud of.
I remember the times growing up in Waikiki as my oldest memories. Between the ages of 2-5 I remember going to pre-school at Waikiki Community School, walking around the Hilton Hawaiian Village with my Mother and other family members who worked at a retail shop.

My entire life I have worked hard as my parents have shown me to live within my own means. During the pandemic and the initial emergency orders in March of 2020, I was put out of work for the first time in my life. It was illegal for me to do my job and even the Honolulu Police Department threatened to arrest anyone skydiving in violation of the initial emergency shutdown orders. I filed for unemployment insurance and got in line with everyone else, I was frustrated with how slow and lacking the response from the government was even after it was a government order that forced us all out of work. I did what I could and kept my family safe, but as the pandemic continued on for months I learned that my only daughter who just turned 3 years old was diagnosed with stage 4 neuroblastoma, a childhood cancer. She was only given a 50% chance of survival. We immediately began treatment, and it has been about 15 months of living in the hospital here doing chemotherapy, immunotherapy, and a double bone marrow transplant that we just recently finished and things are looking good for her to beat it. It was during the second bone marrow transplant that I made the decision to run for office. My daughter is still immunocompromised and we are still in the middle of treatment, but this has been a struggle that has taught me a lot about healthcare and life in general, especially for children. I would think that after this long war on childhood cancer that I can face any challenge that is before me as Governor of Hawaii.
I will execute the will of the people of Hawaii. I'd like to change the organizational culture of the executive agencies which report to the Governor's office. There has been a large disconnect with the people of Hawaii, and the two-year emergency proclamation and suspension of constitutional rights and privileges including sunshine law has only allowed the executive agencies to operate without oversight. For too long the top executive in the state has been able to operate without oversight and authority of the people of Hawaii.
Putting forth appointments to the executive agencies and to the courts will be a priority for my administration. Holding the administrators to account for the failures of their agencies and replacing them when needed is something I feel the last few governors have failed to do and it is the reason I believe there is distrust and a disconnect between the state's executive branch and the people of Hawaii. Appointing judges that rule for the benefit of the people rather than the government is also a priority. I also will execute my ability as commander in chief of the national guard to ensure our state's security and readiness in the event of national/natural emergencies. All the duties and responsibilities of the Governor of Hawaii are important, it is why I am running for office, I believe I can make the biggest positive impact on our state government from the top position.
Hawaii's costs, taxes, and fees are already too high for what the people get in return. If I could, I would ensure that the budget provides the actual benefit for the costs proposed. I would not approve of wasteful spending, and as an entrepreneurial minded governor I would always seek to allocate resources in the most efficient manner as a method to improve life for everyone.
I will veto every bill that is a tax increase on the people of Hawaii. I will veto every bill that increases the cost of living here and I will seek ways to lower the cost of living in Hawaii as that is the best way to help everyone and not just a select portion of our society. I will seek to give the people a voice in their government again, I will respect the bill of rights and the constitution. So I will also veto any bill which reduces the rights or benefits guaranteed by the US Constitution.
The power between all three branches of government should include checks, balances, and not afford any one person/branch an uncontrollable concentration of power.

The mission statement of the State of Hawaii Department of Transportation Airport's Division while they were simultaneously seeking to shutdown Dillingham Airfield and displace aviators and aviation business in the state.
Natural Disaster, War, Actual Emergency where lives are at extreme risk. I think that the 60-day limit ought to be respected and that these past two years have not qualified for how the emergency powers have been wielded against the people of Hawaii to this very day.
