1. PHILIPPINE CLEAN AIR ACT OF 1999
( REPUBLIC ACT NO. 8749)- Design to protect and
preserve the environment and ensure the sustainable
development of its natural resources
2. INCENTIVES FOR REGIONAL HEADQUARTERS OF
FOREIGN MULTINATIONALS
(REPUBLIC ACT NO.8756) - The measure grants a host of
incentives to multinational firms establishing their regional hubs in
the country. It also provides a tax and duty free operating
environment for them, and multiple entry visas to expatriates and
their families as well as a flat income tax rate of 15%.
3. RETAIL TRADE LIBERALIZATION
ACT
(REPUBLIC ACT NO. 8762) – The bill dismantles 40 years of
state protectionism over the country’s retail trade industry and
opens the sector to big foreign players. With the retail trade
liberalization, well-known foreign players like France’s Carrefour
and Casino Group as well as the U.S.’ Wal-Mart and JC Penney are
already in the process of negotiating with local partners.
4. NEW GENERAL BANKING ACT
(REPUBLIC ACT NO. 8791) – The measure opens up the local
banking industry to foreign players after almost 50 years of having
it exclusively reserved and protected for filipino nationals. With
the industry’sliberalization, at least 10 foreign banks have already
established their presence in the Philippines.
5. ELECTRONIC COMMERCE ACT OF 2000
(REPUBLIC ACT NO. 8792) – Outlaws computer hacking and
provides opportunities for new businesses emerging from the
internet driven new economy.
6. EXECUTIVE ORDER NO. 14
– establishing the presidential commission on year 2000 compliance
whereas, the constitution also provide in section 10, article XIV,
that : “Science and technology are essential for national
development and progress. The state shall give priority to research
and development, invention, innovation and their utilization; and to
science and technology education, training and services. It shall
support indigenous, appropriate and self reliant scientific and
technological capabilities and their application to the country’s
productive system and national life.”
7. DOST (DEPARTMENT OF SCIENCE
AND TECHNOLOGY) medium term plan
- It crafted the vision of competent and competitive science
community with a social conscience. The department shall adopt to
have a high priority to flagship programs to develop competence
and competitiveness and address the needs of the poor and
disadvantaged. Also for strengthening, and giving focus to science
and technology in order to make it reliable and relevant to the
current administration. Lastly, improving science and technology
management and governance as well as reforms to have more
productive and efficient science technology.
8. The launching of the Mobile Information
Technology Classroom in Mindanao
- to provide students hands-on training in IT lessons. Manila, Feb
7, 1999 – Teachers and students of 36 public schools in Southern
Luzon, Western Visayas and Southern Mindanao are now cruising
along on the Information Highway, finally, after the Estrada
administration intensified efforts to help the educational
institutions keep up with the rest of the world.
9. The Department of Science and
Technology (DOST)
has provided free modems, routers and other peripherals to 36
schools in Southern Luzon, Western Visayas and Southern
Mindanao so these institutions- and their teachers- can be hooked
up to the Internet. The project aims to harness information
resources in the internet to supplement learning and teaching of
both students and teachers.

to make weather forecasting more useful in managing agriculture
and water resources.
- Climate change monitoring is a system integrated satellite
observation, ground-based data and forecast models to monitor and
forecast changes in the weather and climate.

ANTI-CRIME TASK FORCES
In 1998, by virtue of Executive Order No 8, President Estrada
created the Presidential Anti-Organized Crime Task Force
(PAOCTF) with the objective of minimizing, if not totally
eradicating, car theft and worsening kidnapping cases in the
country. With the help of this task force, the Philippine National
Police for the first time in history achieved a record-high trust
rating of +53 percent. Panfilo Lacson was its first head.

Electric Tricycles
It aims to reduce the sector’s annual
petroleum consumption by 2.8 percent
(based on 20 million barrels annual
consumption in 2010) and to avoid
CO2 emission of estimated 259,008 tons
annually by shifting to 100,000 electric
tricycles (e-trikes)
Results of the pilot test showed that the
tricycle drivers were able to carry more
passengers, experienced more comfort for
the drivers and passengers, and increased
in daily income.

The AGT is a project under DOST which is
expected to play an important role in the
UP community and in the study of
alternative mass transport systems.

Mosquito Ovicidal-Larvicidal Trap
It was designed to detect, monitor, and
control the population of the dengue-
carrying Aedes aegypti mosquitoes. The
trap works by attracting female
mosquitoes to lay eggs on the paddle
drenched with an organic solution. This
solution kills the eggs and larvae,
preventing mosquitoes from reaching
adulthood.
