It gives us immense pleasure and satisfaction in completing this


research paper on the Proposed Building Façade Renewal and an
Approach on Improving the Urban Design of Legazpi Street and Gullas
Street Intersection in Cebu City. In the endeavor of preparing this
research, many people were involved and extended their hands in order to
make this thing possible. It becomes our duty and pleasure to express our
deep regards to them.

On the outset of this paper, we express our gratitude to Arch John


Jeffer Manalo who gave us the opportunity to work upon this topic and
mold us to explore more views, not only to the topic through this paper but
also to the reality in our field.

We also acknowledge Hon. Pancho Ramirez, the Captain of


Barangay Senor Sto. Nino and as the owner of one of the structure that is
to be studied, for letting us explore not only his owned building but also for
opening us to the other important details in our study.

Mr. Ben Lim was also very approachable, gentle, and being kind to
us. Not all people are very open with this scenario, but Mr. Lim went so
generous to us researcher.

We also recognize all our friends that went behind in this study. We

To the growing and rising of the innovations in the 21st century, does the
old ones still fit? Old structures compromised and made to be phased out to
give way to the new and modern ones. Unattended and undeveloped, these
structures seemed to be off in character due to the instant progress of the
modern era, the fascination of the millennial influence of the western world.
Either or all, an action should be taken to a possible way of treating the
incapacity of the community to see the value and importance of these old
structures.

The study is inspired by the innovations of the new world, which is


described as dramatic and instant in transitions that are central to the
architecture today, as modern, postmodern and even the most popular design
concept, deconstructivism, have been all affected by this new conception of
our era. Ironic as it is, but the new world has got the researcher’s attention of
the uniqueness of being antiques and fragile of the old ones. With the diversity
of the aged ones, researcher thought of welfare of these structures.

This study will also serve as an eye opener on giving Cebu City an
innovative urban design, especially Colon that serves as the center of trade
and commercial. Researchers thought of giving Colon a good view when it
comes to its existing structure as it will serve as the starting point of having
development when it comes to its urban setting, and at the same time,
keeping its historical value.

Known as the oldest street in the whole Philippines, Colon seems to be


deteriorating and losing its prestige. The whole place is stacked with
unattended structures which seem to be in good condition but misdesigned
that may be hold particular history to the city itself. With these deteriorating
images of Colon lead the researchers to come up with the proposal of
redesigning of building facade of some certain structures on selected streets
that are abandoned and old yet usable and historic.

Legaspi Street and Vicente Gullas Street are parts of Colon that inhabits
certain old structures that are unique on how these were preserved that can
be viewed on the building’s antiqueness. The area could be called as the as
the meeting points of different public transportation, such as jeepneys, since
cutting trips are abundant in the location. Having the said proposal on these
streets will not only accommodate vehicles but also people since the area is a
revolving process of the city as it is assigned as the commercial center of
Cebu that once was served its purpose has lost its own identity and is now
deteriorating. To give its own essence back and that is again to be the most
active commercial center and a bonus of preserving the oldest street in the
Philippines.

PAMANA: A Proposed Renewal of Building Facade as an Approach on
Improving the Urban Design of Colon

Known as the oldest street in the Philippines, Colon roadway is


now deteriorating and losing its prestige. Old structures in the said area
must not be seized for granted. With building facade renewal proposal on
certain parts of Legaspi Street and V. Gullias Street in Colon, it could
highlight its historical essence as the same time, will serve as a lead for
Colon’s urban development.

As for the condition of the area, majority of erected structures are


indeed usable yet it give an unpleasing view as it looks like abandoned,
unorganized and unpleasantly old. Some formation lost its stability which
adds dismay to the zone. The area lost its value rate and it is entitled as
unsafe and untidy region not only Colon, but also to the whole Cebu, due
to its features and activities that are affected by natural calamities, earth
movement, and developments in its environment.
1.3 Architectural Goal
Build a “paradise of antiquity in the jungle of modern”.

Improve the structures to emphasize the building purpose.

To serve as a starting point for redesigning the urban setting

1.4 Purpose/Significance of the Study


The study will be essential to the locale of the city and to the city
itself. The proposal, if implied, will be a certain tool to raise the tourism
of the city. Impacts on economy, politics, and preserving history are
observed on this site.

As to economy, the proposed restoration will be a tool to gain the


identity of the street which will create an economical change, and also
it is economic has less impact in the environment.

As to politics, a prospect factor of economy rise, the politics will


govern its development. Thus the proposed activity of the old
structures that will undergo, this can preserve not only the streets'
identity but also the identity of the community and our history and
culture.
As to social, the sense of nationalism will relinquish. The study
could benefit the implication of essence and value of our culture and
history thus give off the sense of patriotism.

On the bigger perspective, the proposed building façade renewal


will promote significance which is a green and sustainable way of
constructing and redesigning structures and is a noble practice on
architecture.

1.6 Scope and Delimitations


• SCOPE OF THE STUDY

The study will be focused on the renewal of building facade's design of


the selected structures in Colon. This will hold significance and the
history of the site. This could also satiate the needs of the modern
society and make better image and prestige of the site.

Thus the researchers will dig in to the history of the site. How was
it before? How come it landed to this situation today? The uses and
relevance of the structures through time will determine the future result
of the study.

Conducting interviews, observations and evaluations on the study


will affect to the users and owners. Having knowledge and ideas about
the routes of the different public vehicles that uses the streets will help
the concept of the researchers expand as they well sensible to the
effects in the locale, since trappings of the proposal might cause the
flow of the traffic.

The certain conditions of the structures could give impact to the


study and its feasibility to the renewal of building façade. Different
ways, methods and process on preserving, rehabilitation and
restoration valor the changes of the site.


• LIMITATIONS OF THE STUDY

Since the research will cover a large area with different property,
owners, access to some documents needed in the study is finite.
Scarce paper records that will certify building credentials in the
government will also restrict the researcher on the study since the
existence of structures to be considered are erected during the time
where the area is established. With this, researchers will have
difficulties to enter the background of the premises.

1.7 Assumptions

Colon Street is the shortest National Road and it is considered as


the oldest street in our country. This street became a witness to the
economic and political rise and fall of Cebu over the years. Maintaining
the area is indeed hard and time consuming yet this will help retain the
essence and significance, and give better image to Colon. This study will
view changes in many aspects, not only to the proposed area, but might
as well to the whole zone. When approved, researches expect good
solutions in the abundance of Colon as this could serve as a starting
guideline to promote plans on intensifying the whole Colon to bring back
its attention, spirit and its title as the oldest street in the country.

expand their ideas regarding to the terms used in the study.

Revert - to return to a former phase

Spanish Colonial Era - A style of architecture that regards on the arrival


of Spanish conquerors which introduced the Antillean character. This
type of architecture is European (but originated from Central America
and not Spain) which was tweaked to suit the tropical climate of the
Philippines and thereafter, had its own Filipino and unique character.
Aside from houses, Mother Spain also bestowed its influence on the
architecture of churches, the symbolism of its major endowment in the
Philippines, Catholicism.

ICOMOS – (International Council on Monuments and Site). A


professional association that works for the conservation and protection
of the cultural heritage places around the world.

Urban Design - the process of giving form, shape, and character to


groups of buildings, to whole neighborhoods, and the city. It is a
framework that orders the elements into a network of streets, squares,
and blocks

Building Facade Renewal - reimbursable grant program designed to


incentivize business and property owners to revitalize storefronts
facades in four targeted corridors in the city

Building - permanent or temporary structure enclosed within exterior


walls and a roof, and including all attached apparatus, equipment, and
fixtures that cannot be removed without cutting into ceiling, floors, or
walls

Antiquity - the ancient past, especially the period before the Middle
Ages

Revitalize - imbue (something) with new life and vitality.

REVIEW OF RELATED STUDIES AND LITERATURE
2.1 Review of Related Studies and Literature

This chapter presents related literature and studies after through and in-
depth search done by the researchers. Those that were included in this chapter
will help in familiarizing information relevant to the present study. Moreover, this
could justify the reason for the study.

• RELATED LITERATURE

HISTORY OF COLON

Relating to the History of Cebu Interesting Story, Colon


Street was named after Christopher Colombus, an Italian voyager.
The street is entitled to be the shortest and oldest national
roadway in the entire Philippines. Concrete buildings of modern
design line up in Colon Street, which starts from the historical Tres
de Abril and ends in Mabini Street which before became a part of
the country's as a railway which no defunct.

Adelcantado Don Miguel Lopez De Legazpi is one who is


behind the first seat of the Spanish Government in the country and
sited to be a resident of the said historical street. He also layout
different Heritage sites in Cebu, such as Fort San Pedro (now
developed within Plaza Independencia) and Pari-an, a Spanish
residential section. In the present time, Legazpi was named on
one of the existing street located in Colon. Legazpi Street winds its
way from Colon and ends at the proposed Cebu-Mandaue
Boulevard.

With this information about the zone’s history, it will show


understandings on how the evolution of the area developed.

REPORTS

As Cebu Daily News reported at the previous Sinulog


Festival, last January 15, 2017, the crowd left 155 tons of garbage
on the whole street of Cebu City. But compared to the previous
celebration of the said festival, it was estimated to be 45 tons
lesser. Yet, that said weight of trash was too much to handle and it
will have difficulty to give precise maintenance in Cebu especially
to the site selected in the study which holds majority of the mass
during the celebration.

Another report was about the 5-million master plan study


funded by the national government that conducted for the
revitalization of Colon that will undertake by the University of San
Carlos (USC) through the university's conservation arm
Conservation of Heritage Studio and Workshop (CHERISH). This
is due to some urban problems such as flooding, pollution, traffic
and petty crime. This proposed master plan study will include
comprehensive documentations of the area its existing structures
and utilities. When implemented, this study might be affected
since there is an existing more broader review. Yet, in affirmative
view, this could also help developments in the chosen site.

RESEARCH METHODOLOGY

3.1 Proposed Method


This part of the study will serve as the sequence on how the probe will be
implemented. It will serve as an order to obtain complete and accurate
information. Mechanisms that investigates, interprets and analyzes
systematically form the past to present situation and activities are stated in this
portion as this could benefit the progress of the work.

Evaluating existing structures that are stable and usable in the chosen
street in Colon will be the base point of the study. This will help the researcher
view what to eliminate and maintain the area since the study will provide sense in
redesigning the urban setting of the historical street. Background history and past
activities of the structures will also influence the study. With this information, it will
show understandings on how the evolution of the area developed. Up until to the
present situation of the selected structure will also serve as an extensive point to
the study as it will help view some possible future movements in the area,
especially how it will affect the each individual that will profit the space.
