Purpose:

The Cayuga County Sheriff's Office (CCSO) is committed to building and maintaining the trust and respect of the citizens served by the office. Public trust is essential to the success of our mission as the office seeks to secure and maintain a safe community. To achieve this, a cooperative relationship between the Cayuga County Sheriff’s Office and the public is crucial. By establishing a Community Collaborative Advisement Committee (CCAC) to work in partners hip with the Sheriff's Office, this collaboration will serve as a direct link, or bridge, to the public served by the Cayuga County Sheriff's Office. This collaborative partnership will allow for direct citizen input and advisement related to the services provided by, and practices of the Sheriff's Office. This partnership will also enable and empower a sense of and for sustained community outreach and engagement by the Sheriff' s Office with the public, as well as maintain a platform to embolden the trust and respect of those we serve.

Scope of the Community Collaborative Advisement Committee

• Provide public feedback about Cayuga County Sheriff' s Office law enforcement services and practices.
• Advise of any public concerns regarding how the CCSO delivers its responsibilities.
• Advise of any public concerns that need to be addressed by CCSO leadership or designated representatives.
• Recommend new programs, services, initiatives that are needed to address community needs and/or concerns.
• Provide a conduit for the Sheriff' s Office to address concerns that may present issues or objectives that can be addressed and discussed by the public.
• Serve as a conduit that will enable the CCSO to provide pertinent information to the community regarding its law enforcement practices while any communications that can serve as public education regarding reasons why the CCSO serves the public in the manner that it does.
• The Cayuga County Sheriff Community Collaborative Advisement Committee {CCAC} shall endeavor to abstain from inserting partisan national or local political platforms or positions into the committee's deliberations and/or advisement to the Cayuga County Sheriff. Each  member  shall  have  individual  responsibility for  this stance, and the committee as a whole shall ensure that  there is a non-partisan political  stance in all recommendations to the County Sheriff, the office's leadership  team  or duly designated­ person responsible for representing the county sheriff.
• The CCAC while serving under the auspices of the CCSO, its deliberations, practice s, community involvement, data requests, committee research, as well as recommendations to the CCSO shall not be dictated or influenced by the Cayuga County Sheriff. It will operate as a quasi-independent advisory committee while recognizing that it is not an elected nor appointed community review board and as partner s with the Cayuga County Sheriff, the CCAC understands that its primary purpose is to make better the Sheriff’s Office and to aid the agency in fulfilling the department' s primary and publicly stated mission.

Membership:

• Member terms of service shall be appropriately staggered. Two -year appointments shall be offered to members with a stagger of six months amongst the membership. Potential extensions of terms for an additional time period of one year or six months shall be at a member's request and final determination by the membership's simple majority vote. Members shall be expected to live in Cayuga County. However, non-residents who’s primary and/or full-time career/work/professional responsibilities are lodged in Cayuga County may enjoy membership approved by a simple majority of the membership. This no n-resident involvement shall be limited to 25% of the duly approved membership.
• All meetings shall require a simple majority of members to conduct official business, as well as approval or rejection of official voting consideration. 
• The advisement committee shall be maintained at a minimum of nine (9) members and no more than thirteen (13) but always be situated at an odd-numbered membership. The membership shall determine pertinent public service areas not represented on the committee with the proactive intent to engage specific cohorts of community representation to broaden the overall scope of the committee's work and subsequent advisement to the Cayuga County Sheriff’s Office.
• Whenever a committee member ceases involvement on the CCAC, there will be an intentional effort to identify a prospective candidate for membership who represents the same area of community activity and/or proven interest in the subject area of the member who is vacating a committee seat.
• The CCAC reserves and maintains the prerogative to identify non-CCAC community members who can bring a particular thinking or professional expertise to guide the work of the CCAC on selected issues. Such ad hoc individuals will serve temporarily at a length of time determined by the committee. Such ad hoc involvement will be to enhance the committee's work and/or deliberations on any committed issue on an emergency one-time basis or ongoing involvement to assist the CCAC to adequately resolve any committee deliberation.

All meetings shall require a simple majority of members to conduct official business, as well as approval or rejection of official voting considerations.
