Mix until evenly combined. Divide mixture into 8 portions and form into oval-shaped patties around the skewers, making sure the point of the skewer is covered. Place kabobs on a plate and place in the refrigerator. Preheat an air fryer to 370 degrees F (188 degrees C). Meanwhile, stir yogurt, cucumber, 1 clove minced garlic, dill, and Kosher salt together in a small bowl. Refrigerate until ready to use. Place 4 kabobs in the basket of the air fryer.
