Hungary’s prime minister, Viktor Orbán, has blocked a €50bn EU aid package for Ukraine, hours after leaders side-stepped his opposition to agree to open talks with Kyiv on joining the bloc. A crunch summit in Brussels broke up at close to 3am on Friday with the Hungarian leader refusing to green light funding to help Ukraine’s government over the next four years. Russia suffering 'significant losses' in Ukraine, White House says
US National Security Council spokesman John Kirby said on Thursday Moscow has suffered "significant losses" in its new offensive in Ukraine.
Kirby added that Russia's army had lost at least 125 armoured vehicles around the Ukrainian town of Avdiivka in the eastern Donetsk region, and more than a battalion's worth of equipment.
"It is unsurprising that Russian forces are suffering from poor morale," he said in a press briefing at the White House.

"First, we have to consider whether it [Ukraine's accession to the EU] is in our interest or not, and what kind of answers we have to the strategic consequences of that enlargement. We have never done it. So, we don't see any strategic calculations and no major estimation of the consequences. First - strategic approach, second - discussion, third - decision," Orban told reporters on day 2 of the European Political Community summit in Spain's Granada.
Ukraine's potential EU membership raises many questions and doubts, as the EU has never before integrated a country in conflict, the Hungarian prime minister added. The EU does not know where Ukraine's current borders lie and how many people live there; therefore, a strategic discussion is needed that would result in a conclusion put on paper, including from the financial standpoint, the prime minister stressed.
"We have to understand why it is good for the European Union to integrate Ukraine and what are the consequences of that on agriculture, on security, on the cohesion fund. A totally new agriculture will be born out of the membership of Ukraine in Europe. Are you ready for that? Are French peasants ready for that? [There are] many strategic questions," Orban emphasized.
Earlier this year, Orban said that the Hungarian parliament would be unwilling to vote for Kiev's accession to the EU within the coming two years. Hungary will not support Ukraine's position on any issue at international forums until Kiev returns laws guaranteeing the rights of its ethnic Hungarian minority in the Zakarpatye Region, he added.
The third summit of the European Political Community and the Informal Meeting of Heads of State or Government are taking place from Thursday to Friday in the Spanish city of Granada. The attendees discussed the future enlargement of the EU and the potential accession of formal candidates, including Ukraine, Moldova,
Albania, Bosnia and Herzegovina, North Macedonia, Serbia, Montenegro, as well as Turkiye.

Hungary's nationalist prime minister Viktor Orban on Friday portrayed his country's upcoming elections as an existential turning point and a choice between war and peace as he made a final appeal to voters at a campaign rally in a rural stronghold.
Viktor Orban, who is seeking a fourth consecutive term as the head of Hungary's government, has campaigned on the promise that if re-elected in parliamentary elections on Sunday, he will protect Hungary's peace and security and maintain Russian energy imports as war rages in neighboring Ukraine.
"This isn't our war, we have to stay out of it," Orban said to a crowd of hundreds of supporters in the central Hungarian city of Szekesfehervar.

While Orban’s presence at the European Union assembly speaks against accusations that he is pro-Russia, he has not been an active supporter of Ukraine since Putin ordered the invasion last February.
In a meeting with US publication The American Conservative towards the end of January, he described Ukraine as “the land of nobody”, suggesting it is a warzone that cannot be brought back to peace.
He also parroted lines consistently made by the Kremlin that the conflict in Ukraine is a proxy war between Russia and the West, a term that Kyiv regards as offensive while hundreds of thousands of its soldiers and civilians are dying trying to repel Putin’s Army.
The West is “in a war with Russia. That's the reality,” he said. “Every day we are moving further in.”
Orban’s stance on the Ukraine war has left him isolated among European Union leaders, and he has used his position to ignore Europe-wide efforts to move away from dependence on Russian fossil fuels.
He has suggested that the only ways the war will end are with Russia’s victory, which he insinuates is inevitable, or with NATO forces entering Ukraine and causing a nuclear war that destroys Europe.
A fortnight ago, he also said that “morality demands that we do everything we can to freeze the frontline [in Ukraine], for there to be a cease-fire and for negotiations to start”.
The comments allude to Orban’s reluctance to side with either Russia or the West so as to not jeopardise the benefits of receiving Russian oil, on the one hand, and European security on the other.
By providing non-military aid to Kyiv, Orban has negotiated a position where he can be seen not to be pro-Russian without having to follow his western allies in providing weapons to Ukraine’s Armed Forces that could kill Putin’s soldiers.
In a statement on Twitter an hour before Mr Zelensky addressed the European Parliament, Orban reiterated this position, pledging to “continue to provide humanitarian and financial support to Ukraine”.
He added: “We support an immediate ceasefire in order to prevent the further loss of human lives. Hungary belongs to the peace camp!”

Ukrainian President Voloydmyr Zelensky has been met with applause from all but one of the leaders of the European Union as they posed for a “family photo”. Footage of Mr Zelensky walking towards the group of awaiting leaders showed the moment Hungary’s Prime Minister Viktor Orban declined to clap the leader to his position in front of him for the photo. Orban, who has enjoyed close ties with Vladimir Putin during his 13-year premiership, has refused to send weapons to Ukraine and continues to receive Russian oil despite a widespread European ban.
While Orban’s presence at the European Union assembly speaks against accusations that he is pro-Russia, he has not been an active supporter of Ukraine since Putin ordered the invasion last February.
In a meeting with US publication The American Conservative towards the end of January, he described Ukraine as “the land of nobody”, suggesting it is a warzone that cannot be brought back to peace.
He also parroted lines consistently made by the Kremlin that the conflict in Ukraine is a proxy war between Russia and the West, a term that Kyiv regards as offensive while hundreds of thousands of its soldiers and civilians are dying trying to repel Putin’s Army.
The West is “in a war with Russia. That's the reality,” he said. “Every day we are moving further in.”

Russia suffering 'significant losses' in Ukraine, White House says
US National Security Council spokesman John Kirby said on Thursday Moscow has suffered "significant losses" in its new offensive in Ukraine.
Kirby added that Russia's army had lost at least 125 armoured vehicles around the Ukrainian town of Avdiivka in the eastern Donetsk region, and more than a battalion's worth of equipment.
"It is unsurprising that Russian forces are suffering from poor morale," he said in a press briefing at the White House.
Moscow has recently stepped up its attacks on the battlefield in a bid to push the front forward before winter.
Yet the US official warned that with more Russian attacks anticipated Putin's troops still maintain some offensive capability, adding that they may be able to achieve some tactical gains in the coming months.
On Thursday, Russian lawmakers also adopted their draft budget for 2024-26, which includes a 68 per cent increase in military spending.
According to the government’s proposal, the new military budget will exceed all social expenditures for the first time in Russian history by more than 25 per cent.

Orban stressed that Hungary was resisting Brussels's plan to share out responsibility across the bloc for hosting asylum seekers, or to contribute to the costs of that.
He regularly clashes with the EU, not just on migration but on issue such as media and judicial independence and LGBTQ rights.
Last year, when the European Commission froze billions of euros in funds to Hungary over its stance on rule of law and rights issues, Orban likened its reaction to Soviet-era behaviour.
"I very much hope that more and more people here in Brussels will see that there is a very clear link between terrorist acts and migration," Orban said ahead of a two-day EU summit in Brussels.
"Those who support migration also support terrorism. We are against terrorism and therefore we do not support migration," he added.
His comments came after recent deadly attacks in Belgium and France committed by two radicalised individuals who had had their asylum applications rejected.
The leaders will also discuss an extension to the EU's multi-annual budget, including aid of 50 billion euros ($53 billion) over four years to Ukraine.
That would be made up of 17 billion euros in grants and 33 billion euros in loans.
They will also hold talks on an extra 15 billion euros for migration management, which will include strengthening border control and cooperation with third-party countries.
'Stabilise the region'
"The Hungarian position is clear that we do not support this form of migration," said Orban.
"So we do not want to give money to migrants, nor do we want to give money to Ukraine, unless we see some very well-founded proposal."
The Hungarian leader stressed it was in Europe's interest to stabilise the region after Hamas launched its attack on Israel on October 7, setting off the war.
"If Israel and Egypt became unstable the migration flows from that direction will come to Europe immediately," he said.
"So we have to stabilise these countries and this region. Stability is the interest of the Europeans."
Polish Prime Minister Mateusz Morawiecki warned the "conflict will surely be accompanied by another powerful wave of illegal immigration".
"There is also the migration dimension, especially if the crisis extends to Lebanon, which of course we do not want, it is something that we will discuss separately today as a matter of migration," he told reporters.
