Sir George Macartney, KCIE, (19 January 1867 –19 May 1945), was the Britishconsul-general in Kashgar at the end of the 19th century. He was succeeded by Sir Clarmont Skrine. Macartney arrived in Xinjiang in 1890 as interpreter for the Younghusband expedition. He remained there until 1918. Macartney first proposed the Macartney-MacDonald Line as the boundary between China and India in Aksai Chin.
Macartney was born at Nanjing and was half-Chinese while his godfather was Chinese politician Li Hongzhang. His father, Halliday Macartney, was a member of the same family as George Macartney, the 18th century British ambassador to China, and his mother was a near relative of Lar Wang, one of the leaders of the Taiping rebellion.
Macartney married Catherine Borland in 1898. In Kashgar his wife, Catherine, Lady Macartney, assisted the archaeologists who found the library at Dunhuang. The Macartneys had a son called Eric.
The Macartneys retired to Jersey in the Channel Islands, where they were trapped by the German occupation during World War II. Macartney died on Jersey, just a few days after the German surrender.
Lieutenant-General George Macartney or Maccartney (c. 1660–1730) was an Irish officer of the British Army.
Biography
He was the elder son of George Macartney, son of the last of the Macartneys of Blacket in Scotland, who had settled at Belfast in 1630; his mother Martha was of the same family as Sir John Davies. His younger brother Isaac served as High Sheriff of Antrim and was the father of William Macartney MP.
Macartney entered the Army during the reign of William III, and served with much credit under the Duke of Marlborough and Prince Eugene. On 23 April 1703 he was promoted to the colonelcy of a newly-raised regiment of foot, with which he served three campaigns under Marlborough on the Continent. He afterwards transferred his services to Spain, and commanded a brigade of infantry at the battle of Almanza, where he highly distinguished himself, and was taken prisoner. In 1709 he was promoted to the rank of major-general, and in 1710 to that of lieutenant-general.

ダブリンのトリニティカレッジを卒業後、外交官として勤務し始めた。
1763年には七年戦争の講和会議に参加し、パリ条約交渉の記録を行っている。
1764年にはロシアのペテルブルク駐在公使を務める。
以後、英領カリブ諸島植民地総督、マドラス総督(イギリス領インド)など植民地行政官を歴任した。
1769年にはアイルランド担当大臣となり、1772年の辞職とともにナイトに叙された。
1776年にはグレナダ総督となり、マカートニー男爵(アイルランド貴族)に叙せられた。
1768年にはアイルランド議会議員(1776年まで)、グレートブリテン議会議員となり、1781年まで務めた。

Words of Majesty: A Brief History of Royal Correspondence between England and Asia, 1600-1858
This half hour presentation is based on an academic paper written by Richard Scott Morel which was published in the Journal of the Malaysian Branch of the Royal Asiatic Society. 90 Part 1 (June 2017) pp. 1-27.
The presentation looks at the important role royal correspondence played in establishing our globalised diplomatic networks, discussing how such letters were drafted, decorated, delivered and translated.

In 1792, Great Britain had just come out of an expensive war that cost them their control over many of their colonies in North America. Other wars had also cost them their access to the silver mines of South America, which had been helping fund so much of their trade with the Qing Dynasty of China. European traders all wanted greater access to China, but the Emperor was wary of letting outsiders too far into his country and kept them all penned up at the port of Canton, which was strictly regulated by the Hong business group. A flourishing blackmarket trade grew, but Britain wanted more. One trader, acting on his own initiative, grew bold enough to approach Beijing and attempt to get a hearing over his trade grievances, but the Chinese considered this a huge breach of protocol and an offense to the Emperor. Britain had to do something, however: they imported over 10 million pounds of tea each year, equal to 10% of the government's annual spending, and the fact that China did not have anywhere near as great an interest in British products meant that they were running an enormous trade deficit they could no longer sustain. The Crown appointed an official envoy, Earl George Macartney, with orders to end the Canton system, establish an embassy, and acquire rights to an island that would be under British control in the same way that the Portuguese controlled Macao. The mission failed spectacularly. Although Macartney got permission to sail north and meet the Qianlong Emperor in his summer palace at Jehol, he refused to perform the traditional kowtow which was required upon meeting the Emperor. He presented gifts from the British court, but the Chinese interpreted these gifts as tribute, not trade enticements, and decided they had no need for nor interest in what he offered. Since he failed to get them to agree to any of his three requests, Britain wanted to find another way to address the trade imbalance with China. Soon, this would lead them to start bringing in opium.

マカートニーはイギリス王ジョージ3世が派遣する、乾隆帝の80歳を祝う使節団として派遣され、1792年9月にスピットヘッドからライオン号で本国を出発し、翌年7月に清へ到達。
イギリスからでは初の使節ということで歓迎され、9月に熱河離宮で避暑滞在中の乾隆帝に謁見する。
華夷秩序に基づく中華世界において、周辺諸国からの外交使節は「皇帝の徳」を慕っての朝貢使節と認識され、マカートニーは朝貢使節が皇帝に対して行う儀礼である三跪九叩頭の礼(3回跪き、9回頭を地に擦りつける)をするよう要求される。
彼はこれを拒否するが、最終的には清側が譲歩する形で、イギリス流に膝を屈して乾隆帝の手に接吻することで落ち着いた。
だが貿易改善交渉、条約締結は拒絶され、帰国した。
英清貿易の全権大使は次代のウィリアム・アマーストに引き継がれた。
坂野正高訳注で『中国訪問使節日記』(平凡社東洋文庫、初版1975年)がある。
帰国後は、イタリアでの任務やケープ植民地総督を歴任する。
1795年にはグレートブリテン貴族としてマカートニー男爵に叙せられた。
1798年11月に健康を害し退職した。
1806年ミドルセックスのチジック (Chiswick) で69歳で亡くなった。
子孫の一人であるジェーン・マカートニー(Jane Macartney)は2008年5月現在イギリスの新聞『タイムズ』の北京支社社長の任にあり、四川大地震の際に多くの報道を行った。

Although Macartney got permission to sail north and meet the Qianlong Emperor in his summer palace at Jehol, he refused to perform the traditional kowtow which was required upon meeting the Emperor. He presented gifts from the British court, but the Chinese interpreted these gifts as tribute, not trade enticements, and decided they had no need for nor interest in what he offered. Since he failed to get them to agree to any of his three requests, Britain wanted to find another way to address the trade imbalance with China. Soon, this would lead them to start bringing in opium.
