The WPK is organized according to the Monolithic Ideological System and the Great Leader, a system and theory conceived by Kim Yong-ju and Kim Jong-il. The highest body of the WPK is formally the Congress; however, a congress has not been convened since the 6th in 1980. Although the WPK is (in theory) organizationally similar to communist parties, in practice it is far less institutionalized and informal politics plays a larger role than usual. Institutions such as the Central Committee, the Secretariat, the Central Military Commission (CMC), the Politburo and the Presidium have much less power than that formally bestowed on them by the party's charter. Kim Jong-un is the current WPK leader, serving as First Secretary and CMC chairman.
The 6th Congress of the Workers' Party of Korea (WPK) was held in the February 8 House of Culture in Pyongyang, North Korea, from 10–14 October 1980. The congress is the highest organ of the party, and is stipulated to be held every four years. 3,062 delegates represented the party's membership; 117 foreign delegates attended the congress, without the right to speak. The congress saw the reappointment of Kim Il-sung as WPK General Secretary and the Presidium of the Politburo established as the highest organ of the party between congresses.
At this congress, Kim Il-sung designated his son Kim Jong-il as his successor. The move was criticized by the South Korean media and ruling communist parties of the socialist states in Eastern Europe and Asia because it was considered nepotist. The congress also saw the WPK and North Korea move away from orthodox communism by emphasizing the Juche idea over Marxism–Leninism, giving the party a nationalistic bent. As of 2015 it has been the last party congress held, despite party rules requiring a quadrennial meeting.
Korea emerged as a singular political entity after centuries of conflict among the Three Kingdoms of Korea, which were unified as Silla (57 BC – AD 935) and Balhae (AD 698 – 926). The united Silla was eventually succeeded by Goryeo in 935 at the end of the Later Three Kingdoms period. Goryeo, which gave name to the modern exonym "Korea", was a highly cultured state and created the Jikji in the 14th century. The invasions by the Mongol Empire in the 13th century, however, greatly weakened the nation, which forced it into vassalage. After the Yuan dynasty's collapse, severe political strife followed. Goryeo eventually fell to an uprising led by General Yi Seong-gye, who established Joseon in 1388.
North Korea (listen), officially the Democratic People's Republic of Korea (DPRK; Chosŏn'gŭl:조선민주주의인민공화국;hancha:朝鮮民主主義人民共和國;MR:Chosŏn Minjujuŭi Inmin Konghwaguk), is a country in East Asia, in the northern part of the Korean Peninsula. The name Korea is derived from the Kingdom of Goguryeo, also spelled as Koryŏ. The capital and largest city is Pyongyang. North Korea shares a land border with China to the north and northwest, along the Amnok (Yalu) and Tumen rivers, and a small section of the Tumen River also forms a border with Russia to the northeast. The Korean Demilitarized Zone marks the boundary between North Korea and South Korea.

5) Doctor Ban, there is talk about a possible visit to Seoul by Japanese Prime Minister Fumio Kishida in March to discuss a number of issues including Tokyo's efforts to engage Pyongyang especially in light of a favorable response from North Korea's Kim Yo-jong regarding prospects of a summit between her brother and Prime Minister Kishida.
First then, what are your thoughts regarding the possibility of a Kishida-Kim summit?

Media reports from neighboring Japan claim Prime Minister Fumio Kishida is planning a trip to South Korea ahead of his hopes to directly engage North Korea over a broad range of concerns including the issue of abduction of Japanese nationals by North Korean agents in the 1970s and 80s.

1) Doctor Ban, let's begin with your assessment of diplomatic ties between Seoul and Tokyo under the Yoon administration.
2) Doctor Kim, do you suppose security concerns over North Korea's hostile weapons ambitions will continue to keep Seoul and Tokyo in close coordination on the diplomatic front?
3) Doctor Ban, where do South Korea and Japan stand on bilateral economic initiatives?
4) Doctor Kim, do differences over history look to hinder greater advances on both the diplomatic and economic fronts?
5) Doctor Ban, there is talk about a possible visit to Seoul by Japanese Prime Minister Fumio Kishida in March to discuss a number of issues including Tokyo's efforts to engage Pyongyang especially in light of a favorable response from North Korea's Kim Yo-jong regarding prospects of a summit between her brother and Prime Minister Kishida.
First then, what are your thoughts regarding the possibility of a Kishida-Kim summit?
6) Doctor Kim, do you also believe that the abduction issue will hinder prospects of a Kishida-Kim summit?
7) Doctor Ban, despite these difficulties, if a summit does indeed take place and includes the abduction issue, the political gains for Japanese Prime Minister Fumio Kishida are clear.
That being said, what look to be the broader implications of such a summit for North Korean leader Kim Jong-un?
8) Doctor Kim, with regard to Seoul-Tokyo ties, some pundits claim Prime Minister Fumio Kishida's visit to South Korea ahead of the country's general election will also favorably on the Yoon administration.
What are your thoughts?
9) Doctor Ban, late last year, there was much talk about the possibility of a trilateral summit among South Korea, Japan and China in the near future.
Do you share this outlook?
And should this summit take place, what issues need to be addressed?
10) Doctor Kim, concerns have been raised about security in this part of the world especially in light of the wars in Ukraine and in Gaza.
