Volker Türk, the High Commissioner for Human Rights, said that today marks a grim milestone for the world with 40,000 Palestinian lives officially confirmed to have been lost, according to Gaza’s health ministry.
Most of the dead are women and children. This unimaginable situation, he said, is overwhelmingly due to recurring failures by the Israeli Defense Forces to comply with the rules of war.

Gaza: desperate need to reach a ceasefire - Security Council Briefing | United Nations

OCCUPIED PALESTINIAN TERRITORY
The Office for the Coordination of Humanitarian Affairs (OCHA) says that hostilities and recurrent evacuation orders are driving a seemingly endless cycle of displacement – and making it increasingly difficult for people to access the humanitarian assistance they need to survive after 10 months of war.
To give an example of the conditions in which people live now in Gaza, our teams were able to access two sites in Khan Younis today.
In addition to the difficulties getting to markets, the lack of food and high prices, families explained to our colleagues that due to the absence of cleaning and hygiene products, they are getting skin infections, particularly affecting their children.
They had to make their own shelter with whatever fabric, pieces of wood, or cartons they found. Children are attacked by rodents and insects at night due to poor shelter conditions. And yet they might need to leave again and start all over again.
YEMEN
This morning at the Security Council, Hans Grundberg, the Special Envoy of the Secretary-General for Yemen, told Council members that he counts on their full support for his efforts regarding the resumption of an inclusive Yemeni-led political transition.
On the region's situation, Mr. Grundberg said the Middle East is currently holding its breath, but he sincerely hopes that the escalatory trajectory witnessed in the past months can be reversed.
Lisa Doughten, OCHA’s Director of Financing and Partnership Division, also briefed the Council. She said that the UN continues efforts to secure the release of our detained colleagues and is in frequent contact with the Houthi de facto authorities and others towards this end.
On the situation on the ground, Ms. Doughten said that over the past ten days, heavy rainfall and flash flooding hit several governorates in Yemen, damaging homes, farms and public infrastructure. Food security in Yemen also continues to deteriorate, and as of the beginning of this month, the number of suspected cholera cases across the country has swelled to more than 147,000.
She warned that a lack of adequate funding continues to undermine our efforts to address critical needs across Yemen.

After the meeting, reading a joint statement from the group of ambassadors outside the Security Council, Francesca Gatt, Deputy Permanent Representative of Malta to the United Nations said, “sixteen years have passed since Russia’s full-scale military aggression against and subsequent illegal military presence in Georgia’s sovereign territories – Abkhazia and Tskhinvali, South Ossetia regions. The Russian invasion of Georgia in August 2008 marked a more aggressive trend in Russia’s policy regarding its neighboring countries and European security architecture. As we all are witnessing today with the Russian Federation’s unprovoked and unjustified aggression against Ukraine, Russia has continued down this path. We are resolute in our reaffirmation of Georgia's independence, sovereignty, and territorial integrity within its international recognized borders. We deplore the continuous blatant violation of territorial integrity of Georgia by the Russian Federation. We condemn Russia's brutal invasion and continues illegal military presence, in contravention of the UN Charter and exercising of effective control over Abkhazia and Tskhinvali region, South Ossetia. These regions are integral parts of Georgia and Russia steps towards annexation of these Georgian regions through incorporating both regions into its political, military, judicial, economic and social spheres, including signing of integration treaties, transferring the strategically important Bichvinta resort, the Sukhumi Airport and Ochamchire port to the Russian Federation, conducting illegal, so-called “elections,” including Russian presidential elections in Abkhazia and Tskhinvali, South Ossetia regions in March, 2024 and parliamentary elections in Tskhinvali, South Ossetia region in June, 2024. We reiterate our condemnation of Russia's continuous provocations; the continued military drills in Georgia's territory, territorial sea and air space; the steps towards establishment of a permanent naval base in Ochamchire, Abkhazia region, that poses significant threat to the security of Georgia and the wider Black Sea region; the enhanced process of erecting barbed wire fences and other artificial barriers, dividing Georgia's internal regions; unlawful detentions and abductions of the local population; interference with freedom of movement and persistent closures of so-called “crossing points,” discrimination against ethnic Georgians and prohibition of education and residents’ native language, and delivered damage to Georgian cultural heritage. We condemn the killings of Georgian citizens. David Basharuli, Giga Otkhozoria, Archil Tatunashvili, Tamaz Ginturi and Vitaliy Karbaia. As well as death of Irakli Kvaratskhelia in the Russian military base in Abkhazia region whose perpetrators have not yet been brought to justice and held accountable."
She added, “today, we call once again, on the Russian Federation to fully implement its obligations and commitments under the EU Mediated Ceasefire Agreement of 12th, August 2008, and withdraw its military and security forces from the territory of Georgia without delay. We reiterate our 16 years old call to Russia to reverse the recognition of the so-called independence of Georgia's regions of Abkhazia and Tskhinvali region, Southern Ossetia, not to impede the creation of international security mechanisms and to allow access of international human rights and humanitarian organizations to both regions. We condemn the killings of Georgian citizens. David Basharuli, Giga Otkhozoria, Archil Tatunashvili, Tamaz Ginturi and Vitaliy Karbaia. As well as death of Irakli Kvaratskhelia in the Russian military base in Abkhazia region whose perpetrators have not yet been brought to justice and held accountable."
She added, “today, we call once again, on the Russian Federation to fully implement its obligations and commitments under the EU Mediated Ceasefire Agreement of 12th, August 2008, and withdraw its military and security forces from the territory of Georgia without delay. We reiterate our 16 years old call to Russia to reverse the recognition of the so-called independence of Georgia's regions of Abkhazia and Tskhinvali region, Southern Ossetia, not to impede the creation of international security mechanisms and to allow access of international human rights and humanitarian organizations to both regions. "(...)Once again, the Council is coming together to discuss alarming developments and increasing tensions in the Middle East. The devastating Israeli attack on the al-Tabeen school in Gaza City, which prompted this meeting, points once again to the desperate need to reach a ceasefire, free the hostages and scale up humanitarian aid to Gaza.
The Israel Defense Forces (IDF) airstrike in the al-Tabeen school compound took place early on 10 August. It killed dozens of Palestinians and wounded many others, including women and children, according to local Palestinian sources.
The Secretary-General condemned the continued loss of life in Gaza following another attack on
a school sheltering hundreds of displaced Palestinian families.
According to Israel, the IDF targeted a Hamas command centre in a mosque inside the school compound and killed at least 31 Hamas and Palestinian Islamic Jihad fighters.
As the Secretary-General underlined yesterday, international humanitarian law, including the principles of distinction, proportionality, and precautions in attack, must be upheld at all times.
Also yesterday, Hamas announced the killing of a hostage and serious injury of two others by
Hamas militants while in captivity in Gaza.
Both sides said they are looking into the incidents.
Mr. President,
With hostilities continuing across the Strip, including in the north around Gaza City, in the middle area in Khan Younis, and in and around Rafah, the situation remains catastrophic for civilians.
No place is safe in Gaza, yet civilians continue to be ordered to evacuate to ever shrinking areas.
My colleague, Director Doughten from OCHA, will brief you shortly in more detail regarding the dire humanitarian conditions in Gaza.
Ten months since the start of the war, the threat of further regional escalation is more palpable, and chilling, than ever. Exchanges of fire across the Blue Line have continued nearly daily.
Since I last briefed on 31 July, numerous projectiles have been fired from Lebanon across the Blue Line, causing damage to buildings and bushfires in open areas. The IDF has responded with strikes across the Blue Line into southern Lebanon.
Uncrewed Aerial Vehicles (UAVs) crossing the Blue Line from southern Lebanon have also continued. An IDF base was hit across the Blue Line, while another base was hit near Nahariya in northern Israel. An open area in Nahariya City was also struck.
Mr. President,
I also urge continued attention to the worsening situation and ongoing violence in the occupied West Bank, including East Jerusalem. On 3 August, the IDF said it conducted two airstrikes on a Hamas cell in Tulkarem, killing nine Palestinians who the IDF said were planning to conduct an attack inside Israel.
Separate IDF operations in Jenin and Tubas early last week also killed another 16 Palestinians.
On 11 August, a shooting attack claimed by Hamas killed one Israeli civilian and wounded another in the northern Jordan Valley in the occupied West Bank.
Another Palestinian shooting attack near Qalqilia reportedly injured one Israeli and two Palestinians. The assailant, who was claimed by Hamas as an al-Qassam Brigades commander, was subsequently killed by ISF.
Mr. President,
If the slide towards an even greater catastrophe is to be halted, the parties must end all escalatory
rhetoric and actions. I reiterate the Secretary General’s call for all to work vigorously towards
regional de-escalation in the interest of long-term peace and stability.
I welcome efforts by Egypt, Qatar, and the United States to bring both sides to conclude a deal to bring about a ceasefire, the release of hostages, and desperately needed humanitarian relief.
As the leaders of Egypt, Qatar and the United States emphasized in their joint statement on 8 August, and I quote, “there is no further time to waste, nor excuses from any party for further delay” (end quote).
Their call for immediate relief to the people of Gaza and the hostages and their families must be heeded. I urge all parties to prioritize the protection of civilians and promptly conclude this deal as endorsed by the Security Council in resolution 2735 (2024).
The United Nations is committed to supporting all efforts towards this goal and remains in close contact with the relevant parties.
Mr. President,
The killing, destruction and suffering in Gaza must end. The hostages must be reunited with their
families. But even as efforts to achieve these goals continue, we cannot lose sight of what we consider indisputable: in the absence of a clear path towards a future in which Israelis see their legitimate needs for security materialize and Palestinians see their legitimate aspirations for a fully independent, viable and sovereign State realized, lasting peace in the Middle East will remain elusive.

The Office for the Coordination of Humanitarian Affairs reports that ongoing bombardment and hostilities in Gaza continue to kill, injure and displace Palestinians – as well as damage and destroy the homes and infrastructure they rely on. Rockets have also reportedly been launched from Gaza to Israel.
Yesterday, the Israeli military issued a new evacuation order for people living in two areas of eastern Khan Younis – the neighbourhoods of Makhta and Beni Suhaila - to immediately move to the so-called ‘safe zone’.
According to the UN’s humanitarian partners, more than 5,200 people are staying in these two areas. This order has impacted essential services, including eight water and sanitation facilities, as well as two primary health care centres, disrupting medical services in the area.
Additionally, in Deir Al Balah, in the Zawayda area, residents were instructed to evacuate through phone calls, which were followed by a targeted attack on an open site with tents that had already been evacuated. Fortunately, no injuries were reported in this incident. Emergency response teams and humanitarian agencies are working to assist the displaced people and address the disruptions to essential services.
Once again, the UN calls for all parties to the conflict to respect their obligations under international humanitarian law, including by taking constant care to spare civilians and civilian objects. This includes allowing civilians to leave for safer areas and allowing their return as soon as circumstances allow. People must be able to receive humanitarian assistance, whether they move or stay.
Moving to the West Bank, OCHA’s latest report says the killing and displacement of Palestinians continues. Between 6 and 12 August, five Palestinians were killed by Israeli forces and Israeli settlers across the West Bank, including East Jerusalem. Another 54 Palestinians, including 11 children, were also injured during the same period.
During that same period, Israeli settlers also perpetrated more than 25 attacks against Palestinians, causing injuries and damage to property. There were also three attacks by Palestinians against settlers.
MIDDLE EAST
Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, spoke to the Security Council yesterday about the Israeli attack on the al-Tabeen school in Gaza City.

The most recent incidents, she said, include three schools hit within 48 hours between 3 and 4 August and two schools hit on 8 August, all in Gaza city, with Al Tabi’een on Saturday the latest such attack.
According to the Human Rights Office, she said, this is at least the 21st strike on a school that has been serving as a shelter recorded since 4 July this year. Scores of people have been killed in these strikes, among them women and children.

This morning, the Security Council was briefed on the situation in South Sudan.
Nicholas Haysom, the Head of the UN Mission in South Sudan (UNMISS), told the Council members that UNMISS continues to support the creation of an enabling environment for elections in South Sudan.
