Operation Talon was a mission undertaken by the Republic Special Forces unit Havoc Squad to Outpost 256, a space station where Imperial General Arkos Rakton was holding several Republic-allied heads of state captive.
Behind the scenes[]
There are five heads of state, who could be saved by the player. Some of them stayed loyal to the Republic, others decided to defect. At the end of the quest the player can decide the fate of the leaders who swore their allegiance to the Sith Empire and General Rakton. They can be spared (swearing their unending commitment to the Republic in the process) or executed (in this case the witnesses would claim that they were murdered by the Imperials).

Annihilation establishes that the Treaty of Coruscant collapsed approximately eighteen months prior, or in 3641 BBY, and as Act III occurs after the treaty's collapse, the act begins sometime between 3641 BBY and 3640 BBY. This article assumes that Belsavis, as the start of Act III, takes place around the end of 3641 BBY.
