The Underground Liberated Totally Integrated Mobile Army To Unite Mankind, commonly referred to as U.L.T.I.M.A.T.U.M., is a terrorist organization whose ideology involves destabilizing world governments.

History

U.L.T.I.M.A.T.U.M. teamed up with R.A.I.D. and the Serpent Society in their conflict against S.H.I.E.L.D.

King Cobra sent U.L.T.I.M.A.T.U.M. to team up with R.A.I.D. in Washington, D.C. and increase pressure on S.H.I.E.L.D., beginning Stage Two of their plan. Together, they attempted to abduct the World Security Council, who were having an emergency meeting in the capital. The attempt was thwarted by Captain America and Falcon, who managed to get the Council to safety and avoid an international incident.
