The Better Tomorrow Initiative[1] was a project organized by Wilson Fisk, aimed at rebuilding and reinovating Hell's Kitchen, funded by money from Fisk's racketeering business.

But I know now it was foolish to make that decision. That I can no longer do it alone. That I cannot keep living in the shadows, afraid of the light. None of us can. None of us should be forced to. In the wake of the Battle of New York, Wilson Fisk sought an opportunity to rebuild Hell's Kitchen, so he started gaining funds and influence in New York City's criminal underworld. He founded the Union Allied Construction that oversaw a portion of the government rebuilding contracts, while using it as a money laundering business for his associates. However, when New York Bulletin reported on Union Allied pension fund fraud, Fisk was forced to liquidate the company and rethink his strategy. Eventually, he cut ties with the Russian Mafia and took over the distribution of Madame Gao's heroin business, which was his main money source.[2]

Eventually, Fisk made a decision to come out of shadows and publically announce the Better Tomorrow Initiative, promising to stand up to those who wanted the city to remain the same and make Hell's Kitchen a better place.[3] Fisk's project faced the opposition from Nelson and Murdock who represented Elena Cardenas and other tenants who were strongarmed out of their apartments, so they could be destroyed, so the new buildings could be built in their place.[4] Fisk organized a fundraiser event at Van Lunt Building, seeking support from outside investors, as well as getting Randolph Cherryh to help him with zoning issues, however, the event was cut short due to the massive poisoning that occured there.[5]

Fisk was later informed by Leland Owlsley that Cherryh successfully cleared all zoning hurdles, so Fisk could proceed with building whatever he wanted. However, Carl Hoffman testified to the FBI about Fisk's illicit business, which resulted in his arrest and the initiative was effectively shut down.[6]
