The Super Human Intelligence: Extra-Legal Division of the CIA was created by former S.H.I.E.L.D. director Maria Hill after S.H.I.E.L.D.'s downfall.[1] Hill's revived S.H.I.E.L.D. is smaller and far more limited compared to its predecessor,[2] and it focuses on monitoring and preparing countermeasures for superhumans.[1][3]

History

The peacekeeping agency S.H.I.E.L.D. was dismantled after an alternate Steve Rogers, secretly a Hydra agent, infiltrated it and conquered the United States.[4]

Eventually, after an incident involving the Fantastic Four,[5] the C.I.A. agent Maria Hill, a former S.H.I.E.L.D. director, decided to recreate S.H.I.E.L.D. as a skunkworks project focused on superhumans. With its acronym standing for Super Human Intelligence: Extra-Legal Division, Hill intended this new iteration of S.H.I.E.L.D. to invent new and clever ways to combine existing superhuman powers, and figure out ways to weaponize and defend themselves against them. Initially invited to work as a freelancer for it,[1][3] Nick Fury Jr. became the head of mutant tactics.[2]

In the past, the original S.H.I.E.L.D. used to hunt a species of mostly solitary creatures in the Draco Galaxy to weaponize their powerful bellow. At some point after the new S.H.I.E.L.D.'s creation, Tony Stark began to let them borrow his cloning technology so they could create as many heads of that species as they could afford to make their weapons. Equipped with these weapons, Maria Hill, accompanied by other S.H.I.E.L.D. agents (including She-Hulk), tried to capture a clone of Tony Stark born from a glitch in his consciousness-backup system when he visited the Cube.[6]

Following the end of the first Krakoan age, Nick Fury Jr. attempted to track down the shapeshifting mutant terrorist Mystique. After taking out black-ops teams hired by S.H.I.E.L.D., Mystique began to target the organization.[2]
