Lord Inaba is a nobleman, writer, and military commander of the United Cities. He can be found in Stoat at his Noble House, or patrolling with his 5 Hooded Empire Noble Guards. Lord Inaba is the author of The Blessing of Slavery.
He appears to be the governor of Stoat, and is responsible for implementing conscription and organizing patrols around Bast; for if Lord Inaba is captured or killed, then Samurai Conscript patrols will cease to spawn in that region.
He has the Fearful Personality.
They wear [Masterwork] armour and have weapons manufactured by Edgewalkers.

If Lord Inaba is killed or imprisoned then town overrides can apply to different locations under his influence.
Notably, Stoat will become half destroyed or will be handed over to the Tech Hunters if Emperor Tengu is also dead or imprisoned. If Yabuta of the Sands is free and alive, Stoat can instead fall under the control of the Yabuta Outlaws if Tengu and Inaba are both dead or imprisoned.
The 'Samurai Conscript' type patrol will also cease to spawn in Bast after his death/kidnapping.
Cannibal patrols will start appearing in The Great Desert region if Lord Inaba, Emperor Tengu and Yabuta of the Sands are all either killed/imprisoned.
His death/kidnapping can also cause a potential spawn of Rebel Farmers 'Upgraded Heavy Squad' patrol consisted of up to 4 more Outlaw Heavies compared to the usual 'Heavy Squad' patrol if Tengu is still alive and free.
Lord Inaba's death/imprisonment along with Emperor Tengu, Lady Sanda, Lord Nagata, and Lord Yoshinaga, will cause patrols of 4 to 13 Samurai Rogues start spawning in the regions of Northern Coast, Sinkuun, Skimsands, Stormgap Coast, The Eye, The Great Desert, and The Outlands.
