Billy is the local skunk on Harvey Street in Harvey Street Kids. He is voiced by Roger Craig Smith.

Billy is a friendly and helpful skunk. He's the only animal who would often interact with many of the Harvey Kids. He's often participated in activities by the kids, and would often join them whenever there's an event. Billy also loves the sky, possibly caused by being tied to a balloon and often soaring in the air for long periods of time. Billy also has a crush on Dot, after she said that she cannot understand him. He would always try to get close to Dot, and would often daydream about being with Dot. This would often upset his buddy, Joel the squirrel, as Joel felt that Billy may spend less time with him and Billy daydreaming will get him to lose focus and pause whatever he is currently doing.

- There are some episodes where Billy speaks but humans can’t understand him, despite the fact that the humans, especially the Harvey Girls, are sometimes seen talking to and understanding animals.
- While it's never explained why Billy is often seen with a balloon tied to his tail, it's possible that the Harvey Girls made Billy this way to be their lookout.
- Since Billy's buddy Joel always call him William, it reveals that that's his real name, and the kids named him Billy since they (for some reason) cannot understand what he's saying. This is the same for Bruce the fish.
- It's also possible that the kids do know his real name, as Billy is a nickname for William.
- He would often be the star in talking-animal-episodes.
- Billy's love for Dot is strong enough to nearly make him disregard his animal friends.
- There are times when Billy would release his skunk spray without any reason.
- It is mentioned that Billy would also spray if he gets woken up with shock.
- Billy speaks with a British accent.
