The building serves as the headquarters of the KGBH radio station. The radio station headquarters is located in Lubyanka, between the Pravda Cop Station, the Brown-Eye Sewage Plant and the R. S. & L. Bows Meat Processing Plant.

Jerkov introduces himself to Claude Speed from a blue phone booth located in front of the radio headquarters, and explains how to earn respect from the Russian Mafia and be hired by them.
Later, during Super Grass Rescue!, Claude meets Uncle Vanka in front of the radio station, so he can translate the information from one of the Russian Mafia informants in order to find a man who's spreading rumors about Jerkov's wife Sandra Tito.
