Steven C. Johnson (Republican Party) is the Kansas Treasurer. He assumed office on January 9, 2023. His current term ends on January 11, 2027.
Johnson (Republican Party) ran for election for Kansas Treasurer. He won in the general election on November 8, 2022.
Johnson chaired the Pensions, Investments and Benefits Committee for several years during his time in the Kansas House of Representatives.
Biography
Johnson was born and raised near Assaria, Kansas, on a cattle and grain farm. Johnson received an agricultural economics degree from Kansas State University in 1988, and afterward an MBA from the University of Chicago in 1993.[1][2][3][4] Johnson's career experiencing includes working for 20 years in the financial services sector for Ameriprise, and as a family farmer producing wheat, soybeans, corn and milo. He also volunteered for the K-State Foundation, the Kansas 4-H Foundation, and for his church.[5][6]

Johnson took stances opposing environmental, social, and corporate governance (ESG), an approach to investing and corporate decision-making.
State financial officers, including treasurers, auditors, and controllers, are responsible for auditing other government offices, managing payroll, and overseeing pensions. In some states, these financial officers are also responsible for investing state retirement and trust funds.
Opposition to BlackRock-controlled investments (January 2023)
In January 2023, The Sentinel's Patrick Richardson said, “Kansas State Treasurer Steven C. Johnson is taking a hard look at whether ESG (Environmental, Social, and Governance) policy influences pension fund investment — and who is managing the investments.”[16]
Johnson said he was working to prevent BlackRock, the pro-ESG asset management firm, from affecting state investments.[17]
Johnson said, “The good news if you will, our domestic equity portfolio is entirely indexed or passive. So regardless, there are no active decisions being made on those ESG companies, And the international portfolio is actively managed and that one will take some more work to get through to see where those selection issues could be affecting us. But out of the gate, we don’t have any Blackrock actively managed funds that would be making those ESG decisions.”[18]
Johnson also said he was also concerned with how BlackRock’s proxy voting affected state investments: “Step two is critical, and that is getting a handle on how Blackrock is voting those proxy shares. That is one of the things we will be going over, and I will ask questions to make sure that they understand how those are voted. How are those proxy shares voted? How do we continue to do it efficiently? And how do we make sure that we are not promoting an ESG agenda through Kansas assets? We need to promote an agenda for the highest and best return of assets.”[19][20]
Election campaign statements (July 2022)
As a candidate for state treasurer in 2022, Johnson said a major goal of the office should be “addressing Environmental/Social/Governance issues in light of what is the best return and in the best interest of Kansans.”[21]
Johnson wrote, “Recent changes in the investment landscape challenge our fiduciary responsibility with how managers are implementing Environmental/Social/Governance (ESG) policies. Further, the changing international landscape, especially with China, demands we consider our exposure and how we take those positions. The treasurer is the elected office that can lead and monitor these decisions to protect Kansas’ best interests.”[22]
