The Local Ballot Measures project covers a variety of local measures. Writers focus first and foremost on measures seeking to reform public retiree pension and health care benefits. Local California ballot measures are also covered in detail. Additionally, measures across different states are covered based on the information available on these measures, with notable and high profile measures taking precedence.
Pension measures summary: There were 11 measures proposed addressing local pensions:
- 3 of these never reached the ballot due to lack of signatures and a city council seeking declaratory relief
- 7 reached the ballot
- 5 were approved
- 2 were defeated
- 1 was being planned for 2014
The following measures were voted on in the November 5, 2013 election:

This measure was planned for 2014:
- In 2013, there was one initiative proposed for 2014 regarding reforming the Phoenix pension plan from a defined benefit plan to a defined contribution plan.

2013 Local Pension Measure Roundup

This year there have been 10 pension reform related measures proposed for 2013 ballots and only 7 actually voted on, with 5 approved and 2 defeated. One initiative petition to further reform the Phoenix pension system is being circulated for 2014. This report also discusses the 2013 events that have set the stage for pension reform in 2014.
