In Oregon, ballot questions are required when a school district if a school district wants to issue bonding, exceed the property tax cap protected by the Oregon Constitution, and exceed the Oregon Mill Rate. The Oregon Constitution has a property tax limit of three percent which has been in place since 1997. Also, Oregon allows excess mill rate elections upon citizen petition.
