Three of the nine seats on the La Crosse School District Board of Education in Wisconsin were up for at-large general election on April 3, 2018. Incumbent Deb Suchla did not file for re-election, leaving one open seat. Incumbents Jeff Meyer and Brad Quarberg and candidate Keonte Turner were unopposed in their bids for election.[1]

Voter and candidate information
The La Crosse Board of Education consists of nine members elected to three-year terms on a staggered basis. All members are elected at large, and elections are held every year.[2][3]
School board candidates in Wisconsin had to be U.S. citizens, at least 18 years old, and residents of the school district for a minimum of 28 consecutive days before filing as a candidate. They also could not be disqualified from voting under Wisconsin law.[4]
To get on the ballot, school board candidates had to file nomination papers with the school district clerk by January 2, 2018. If incumbents whose terms were up for re-election did not file to run in the race and did not file written notification that they would not be running, the candidate filing deadline could have been extended until January 5, 2018. The terms of candidates elected in the race started on April 23, 2018.[4]

To vote in Wisconsin, one must be a citizen of the United States and a resident of the state for at least 10 days prior to the election. A voter must be at least 18 years old.[5][6][7] One can register to vote by mail, online, or in person. For voters registering to vote in this 2018 school board election by mail, the application had to be postmarked by March 14, 2018. The online voter registration deadline was March 30, 2018, and the in-person deadline was April 3, 2018.

Issues in the election
Referendum to renew tax levy passes for third time
On April 3, 2018, electors in the La Crosse School District passed a referendum to allow the district to exceed its state-mandated tax levy by $4.175 million every year from July 2019 through June 2024. The referendum was approved with 75.43 percent of the vote.[8][9]
It was the third time the district had approved a renewal for the district to exceed its tax levy, with the original tax levy introduced in a 2004 referendum at $3.6 million per year and renewed in 2008 and 2014 at $4.175 million per year. Superintendent Randy Nelson estimated that the $4.175 million the district gained from the referendum had accounted and would account for roughly 5 percent of the district's annual budget.[9]
“We are asking for the same amount to continue the projects and initiatives we have in place for our students,” Executive Director of Business Services Patty Sprang said. The referendum would not increase taxes but would keep the tax rates the same. The funds would go to facility maintenance and program options. If the referendum did not pass, property owners of a $100,000 home would have seen their taxes go down by $96 per year.[9]

Two incumbents on the La Crosse Board of Education filed for re-election in 2018, meaning the board was guaranteed to have at least one new member. Since 2016, the La Crosse School District has had 78 percent incumbents file for re-election. This statistic is higher than the average school board in Wisconsin and the United States, which saw 73.53 percent and 70.37 percent of incumbents file for re-election in 2015, respectively.

The School District of La Crosse is located in La Crosse County in western Wisconsin. The county seat is La Crosse. An estimated 118,212 residents lived in the county in 2015, according to United States Census Bureau.[10] The district served 6,790 students during the 2015-2016 school year.[11]
Higher education achievement
La Crosse County outperformed Wisconsin as a whole and the national average in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 30.9 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 27.8 percent of state residents. The national average was 29.8 percent.[10]
Median household income
From 2011 through 2015, the median household income of $50,539 in La Crosse County was below the state and national averages. The median household income for Wisconsin was $53,357. For the United States, it was $53,889.[10]
Poverty rate
The poverty rate in the county was 14.4 percent from 2011 to 2015, falling between the state and national averages. The poverty rate was 12.1 percent for the state and 13.5 percent for the entire country.[10]

In the 2016 presidential election, Donald Trump (R) won Wisconsin with 47.2 percent of the vote. Hillary Clinton (D) received 46.5 percent. In presidential elections between 1900 and 2016, Wisconsin cast votes for the winning presidential candidate 76.7 percent of the time. In that same time frame, Wisconsin supported Republicans slightly more than Democratic candidates, 50.0 to 46.7 percent. The state, however, favored Democrats in every presidential election from 2000 to 2012 before voting for Trump in 2016.
