Judy Barker was a Democratic member of the Tennessee House of Representatives, representing the 77th District. Barker joined the Tennessee State House of Representatives in 2009.
Barker works as an attorney and in Estate Planning.
Barker earned her Bachelor's degree in social work from the University of Tennessee at Martin. She went on to receive her Master's degree in social work from Memphis State University. She then received her J.D. from the University of Memphis.

Barker ran for re-election to the 77th District seat in 2010. She was unopposed in the August 5 primary. She was defeated by Republican Bill Sanderson in the general election takes November 2, 2010.

On Nov. 4, 2008, Barker won election to the 77th District Seat in the Tennessee House of Representatives, defeating opponent Bill Sanderson (R).[1]
Barker raised $194,448 for her campaign while Sanderson raised $80,486.[2]
