SCERT
 State institute of Education (SIE) transformed and
upgraded and SCERT came into existence on 5 January
1979.
 For better coordination within the states, The National
Council of Education Research and Training (NCERT)
have networks of SCERTs..
 SCERT coordinate and maintain all kinds of academic
programmes.
 SCERT work on the time to time up gradation of
curriculum, text books, infrastructure, teachers
improvement programmers, monitoring and evaluation,
etc.
 All SCERTs have their own objectives but few of them are
basic and fundamental.
The main objectives behind setting theSCERTs:
• To bring qualitative change in existing education system.

• Provide pre-service and in-service education for teachers

and educational supervisors.
• Develop new technique and methodologies in the field of
school education.
• To understand and promote investigation, surveys,studies
a research in various fields and sections of education.
SCERT - KERALA
 The State Council of Educational Research and Training
(SCERT Kerala), is an autonomous body of the
Department of General Education; Government of
Kerala.
 The National Education Policy had highlighted the need

for strengthening the academic foundation of school
education, by establishing the NCERT at the National
level and SCERTs at the State level.
 It is established on the lines of NCERT at the national level
and functions as an apex body in the academic matters of
school education from Pre-primary to Higher secondary level.
 The multifarious functions of the institution ranges from

policy formulation, curriculum development, preparation of
teaching-learning materials, educational researches,
vocationalisation of education etc. to teacher education
programmes in the state.
 The SCERT was established in Kerala in 1994.
 SCERT is committed to quality initiatives in school education,

by formulating and implementing curriculum, preparing
resource materials and developing evaluation system that
ensure quality education in the schools of Kerala.
 The State Institute of Education (SIE), which earlier functioned

as part of the Department of General Education, was re-
constituted as SCERT, Kerala to enable a new vision to school
education in the State.
ORGANISATION STRUCTURE
 The governing body and general body are the two main
bodies for decision making in the academic as well as
non-academic matters.
 SCERT in Kerala is an autonomous body headed by its

Director.

 The Hon. Minister for Education is the Chairman of the

General Body and the Governing Body of the institution.

 The academic activities and programmes are carried out
by six departments/units.
 Each department is run by Assistant Professors, Research

Officers/ Lecturers. As an academic institution, it plans
and coordinates all academic projects and programmes in
the state.
 It also plays an advisory role at the state level in matters

related to the academic aspects of school education.
 The Finance Officer, Senior Administrative Assistant,

Accounts Officer, Superintendent and ministerial staff
form the main administrative section of SCERT.
OBJECTIVES OF SCERT
 To bring qualitative enhancement at all levels of
education.
 To provide academic research ,extension and training

support in the field of school education throughout the
state.
 To advice/assist the Department of General Education

Kerala to implement its policies and major programmes
in the field of primary education.
 T o provide academic back up, leadership, guidance and
suggestions for the qualitative improvement of primary
education through reorientation of educational content and
practice.
 To achieve the goals of revamping primary education in Kerala

state.
 To organize innovative programmes for the propagation and

dissemination of new trends and approaches related to
education.
FUNCTIONS OF SCERT
1. To organize and implement the special educational
projects sponsored by UNICEF, NCERT and other
agencies for qualitative improvement of school
education and teacher educators.
2. To prescribe curricula and textbooks for the school

and teacher training institutions.
3. To produce instructional materials for the use of

teacher- educators.
4. To arrange in-service training for different categories of
teachers, inspecting officers and teacher-educators and
coordinate the work of other agencies operating at the state
level.
5. To organize programmes including Correspondence-cum-

Contact Courses for professional development of teachers,
teacher-educators and inspecting officers.
6. To supervise the working of the Teacher-Training Colleges,

Secondary Training Schools and Elementary Training Schools.
7. To provide extension service to Teacher-Training Institutions at
all levels in the state.
8. To conduct studies and investigations on the various problems

of education.
9. To evaluate the adult and non-formal education programmes

entrusted by the Government.
10. To conduct the public examinations specially at terminal

stages like the end Class IV etc. with a view to selecting
candidates for scholarships through such examinations.
DEPARTMENTS OF SCERT
 Department of Curriculum, text books and Evaluation
(DCTE)
1. Development of curriculum and syllabi keeping in view
the national and state perspectives and policies on
education.
2. Preparation, revision and updating of textbooks on the
basis of the revised curriculum and syllabi.
3. Development of evaluation strategies.
4. Preparation of other teaching learning materials
5. Development of workbooks.
 Teacher education (pre service and inservice) and
extention.
1. Undertakes teacher education in pre-service and in-
service at the State level.
2. SCERT organises teacher development programmes for
teachers at all levels – from pre-primary to higher
secondary.
3. Conducts in-service training for teachers from the pre-
primary to the higher secondary including the
vocational higher secondary sector.
4. Revised the elementary teacher education curriculum in
tune with the NCTE norms and directives.
5. Massive orientation programmes were launched
covering all teacher educators of the state
 Department of Educational Technology (DET)
It aims to develop a common vision of Educational
Technology and its functioning in the Kerala context with
the help of experts from the field of information
technology, implement information technology
information in schools.
 Department of Health, Physical, Art,and Vocational
Education (DHPVE)
This has been established with a view to cater
to the academic quality and standards in curricular areas
like art, health, work and vocational education.
 Department of non formal and continuing education
1. Non formal education is an organised programme of
learning, carried outside the framework of formal
education system.
2. It includes all education activities and all sectors of
education outside the formal system.
3. Recently initiated the continuing education scheme with
Kerala State Literacy Mission (KSLMA), which has an
important role in the context of total literacy and post
literacy programmes in Kerala.
4. Adaptation of curriculum, textbooks and handbooks for
special schools.
1. In-service training to general school teachers and heads
of schools to deal with disabled children.
 Guidance and Counselling.
Guidance and counselling in harmony with

the goals of education, aims to facilitate maximum
personal development of children in all sphere of life.
The purpose of guidance and counselling service is to
help each students develop as an individual in his/her
own right, make choices and set goals on the basis of
his/her strengthens.
 Research Documentation and Dissemination.
1. Evaluation of in-service courses for teachers at primary,
secondary and higher secondary level, headmasters and
principles of DIETs.
2. Studies related to evaluation including terminal and internal
assessment, case study of selected schools, evaluation of
workshops and programmes related to research methodology
and preparation of evaluation reports connected with the
programmes conducted by SCERT are carried out.
3. Documentation of research studies.
4. Assesses the effectiveness of textbook materials and teaching
methods whenever there is a revision in the curriculum and
textbooks.
 Carried out innovative programmes for enhancing the
research aptitude among teachers and private field level
research based on the academic support to schools.
